     Ensuring the development of the port infrastructure facilities and the fleet in the seaports of Alexandrovsk-Sakhalinsky, Korsakov, Nevelsk, Poronaysk, Prigorodnoye, Telnovsk, Kholmsk and Shakhtersk, including for the purposes of implementation of the federal target programs for developing the coast port infrastructure facilities in Sakhalin Region is one of the major activities of the FSUE “Rosmorport” Sakhalin Branch.

     For the period from 2005 to the present day the Sakhalin Branch has carried out the following.


     The Seaport of Korsakov

     In October 2016 pursuant to Rosmorrechflot License No 65-RU6535000-KS-3932-2016 of October 17, 2016 a newly built automated radio technical post, the Portovy, designed for exercising control over navigation and increasing the level of navigation safety in the water area of the seaport of Korsakov was put into operation.

     The Seaport of Kholmsk

     In 2018, in accordance with the permission of the Department of Architecture and Urban Planning of the Municipal Formation “Kholmsky Town District” Administration dated October 4, 2018 No. 65-312000-15-2018, the reconstructed NAVTEX system was put into operation in the seaport of Kholmsk. The implementation of the project, aimed at providing seafarers with meteorological information in the NAVTEX Coast Station Kholmsk area of ​​operation, allowed to increase the level of navigation safety in the area of ​​operation of the coast station in the coastal areas of the Sakhalin island.

     The Seaport of Prigorodnoye

     In 2009 in order to ensure navigation safety on the approaches toward and in the water area of the seaport of Prigorodnoye where the oil terminals, as well as liquefied natural gas terminal for the gas from Russia’s first facility for its production, are located the Sakhalin Branch built and put into operation the vessel tracking management system of Aniva Bay.

     The Seaport of Shakhtersk

     In 2009 in pursuance of the federal target program, “Modernization of Russia’s Transport System (2002-2010)”, in accordance with State Contract No 43-06/502/ODR-DP of August 10, 2006, within which FSUE “Rosmorport” has acted as project manager-developer, the reconstruction of the approach canal and the boot basin protecting structures, as well as the coal berth in the seaport of Shakhtersk has been completed. The implementation of this project made it possible to perform handling of vessels with emplacement of about 6.000 tons and load draught of at least 4.5 meters directly at the coal berth in the seaport. Now the capacity of berthing facilities allows for transshipment of up to one million tons of cargoes per year.

Investment projects planned and carried out by the Sakhalin Branch

 

     At present, the Sakhalin Branch is realizing the following investment projects in the form of investments in the coast port infrastructure facilities under the state program “The Transport System Development”, and the enterprise’s own investment programs on the development of the port infrastructure facilities in the seaports of Sakhalin Island:

 

     The seaport of Korsakov

 

     - a project for constructing a wave protection pier and operational water areasProject scheme and approach channels in the seaport of Korsakov as part of plans for creating a transit hub port “Logistics Technopark (Korsakovsky Port)”. Within the enterprise’s obligations, it is planned to form an operational water area and an approach channel around ​​​​the southern loading area in ​​​​the seaport of Korsakov with an area of ​​0.6 sq. km with bottom marks up to -11.9 m; an operating water area and an approach channel to the Rybny Port facility with an area of ​​0.1 sq. km with bottom marks up to -9.9 m, and to build a wave protection pier for the southern loading area of ​​the seaport of Korsakov, more than 383 m long and almost 22.7 m wide. The implementation of the project will allow to create a deep water area and wave protection structures which will enable servicing in the seaport of Korsakov of vessels 147.9 m long, 23.3 m wide and with a loaded draft of 8.51 m - in the southern loading area, of design vessels like the Vysotsk fishing refrigerated vessel with a length of 136.4 m, a width of 20 m and a loaded draft of 9 m - in the area of ​​​​the berths of the Rybny Port facility, and also ensure the protection of port infrastructure facilities and vessels in the seaport of Korsakov from storms and wave activity.

     The documentation, developed by a specialized design organization, together with materials on environmental impact assessment, were presented as prescribed at public hearings in the form of a survey. Based on the results of the public hearings (minutes of the Korsakov City District Administration dated 04.05.2023 No. 2), they were recognized as valid.

     During the development of the design documentation, the construction activities were divided into 3 stages. The design estimate documentation and the results of engineering surveys for the 1st stage of construction were submitted as prescribed for consideration to FAI “Glavgosexpertiza of Russia”. Based on the results of their consideration, a positive conclusion of the state expertise dated 27.09.2023 No. 65-1-1-3-057655-2023, approved by FAI “Glavgosexpertiza of Russia”, was received. It establishes that the results of engineering surveys comply with the requirements of technical regulations, the design documentation corresponds to the results of engineering surveys carried out for its preparation, to the design assignment, to the requirements of technical regulations and to other established requirements, and the estimated cost is determined reliably. Currently, the design documentation for the 1st stage of construction has been submitted for consideration by the state environmental expertise.

     The design estimate documentation and the results of engineering surveys for the 2nd stage of construction, after their final revision, will be submitted as prescribed for consideration to FAI “Glavgosexpertiza of Russia”.

     The design estimate documentation and the results of engineering surveys for the 3nd stage of construction have currently been submitted for consideration to FAI “Glavgosexpertiza of Russia”.

     If the state environmental expertise is successfully passed and the necessary funding is allocated, the start of construction and installation work for the 1st stage of construction is scheduled for August 2024. The start of construction and installation work for the 2st stage of construction, subject to receiving positive conclusions from state expertise and the allocation of the necessary funding, is scheduled for 2026. The start of construction and installation work for the 3st stage of construction, subject to receiving positive conclusions from state expertise and the allocation of the necessary funding, is scheduled for 2027.

     The seaport of Shakhtersk

 

     - a project for reconstructing facilities of the Northern cargo areaСитуационный план of ​the sea terminal Uglegorsk in the seaport of Shakhtersk. The project includes the reconstruction of the South Pier, the Northern Protective Wall and the Western Pier. The implementation of the project will allow to restore the required level of protection from dangerous sea wave impact in the water area of the Northern cargo area and ensure the safety of navigation in the water area of ​​the Uglegorsk marine terminal in the seaport of Shakhtersk. Currently, a specialized organization is carrying out the design work.

     Subject to the successful completion of the work, obtaining positive conclusions from state expertise and the allocation of the necessary funding, the start of construction and installation work is scheduled for 2025.
