The Arkhangelsk Department of the FSUE “Rosmorport” Arctic Basin Branch provides the following services:
- on towing support during mooring, de-mooring, shifting and other relocation of vessels within the water area of the seaport of Arkhangelsk;
- on sea towing of vessels and other floating facilities in the Barents, White and Kara seas.
During winter navigation in the seaport of Arkhangelsk towing support is provided by the Arkhangelsk Department of the Arctic Basin Branch icebreakers.
ФThe tug fleet of the Arkhangelsk Department of the Arctic Basin Branch includes 3 vessels with capacity from 4,650 kW to 9,560 kW:

2. Procedure for the provision of towage services
Procedure for the provision of towing support in the seaport of Arkhangelsk
Towage services on mooring or other relocation of vessels in the seaport of Arkhangelsk water area are rendered by the Arkhangelsk Department of the Arctic Basin Branch pursuant to the requirements of the Compulsory Regulations in the Seaport of Arkhangelsk, approved by the Ministry of Transport of Russia order of 09.07.2014 No. 183. The regulations establish the rules for towing support for vessels, restrictions when performing towage, as well as information on the minimum number and capacity of tugs for mooring operations in the seaport of Arkhangelsk.
The Arkhangelsk Department of the Arctic Basin Branch renders towage services in accordance with a standard contract (further referred to as Contract) made by the Arkhangelsk Department of the Arctic Basin Branch and the client.
To make a Contract the client shall send an application for making a Contract to the Arkhangelsk Department of the Arctic Basin Branch by fax: +7 (8182) 65-03-43 or by e-mail: mail@ark.rosmorport.ru . The application will be reviewed within one day. If there are no technical limits to provide the requested services, and if all necessary documents for making a contract have been submitted, the client is sent two copies of the Contract for signing. A signed copy of the Contract shall be returned by the client to the Arkhangelsk Department of the Arctic Basin Branch at Karla Libknehta St. 34, Arkhangelsk 163000, Arkhangelsk Region, Russia.

To order towage services on mooring or other relocation of vessels in the seaport of Arkhangelsk water area, the client shall send an application to the Arkhangelsk Department of the Arctic Basin Branch in accordance with the terms and conditions of the Contract. The towage services are provided by the branch in accordance with the terms of the Contract.
In case of urgency towing support in the seaport of Arkhangelsk water area can be performed without making a Contract, if an advance payment and a written application for a tug are provided.
The application for a tug shall be sent to the Arkhangelsk Department of the Arctic Basin Branch by fax: +7 (8182) 67-13-43 or +7 (8182) 65-03-43 or e-mail: mail@ark.rosmorport.ru at least 6 hours before the estimated start time. If there are no technical limits to provide the requested services, within two hours after receipt of application the Arkhangelsk Department of the Arctic Basin Branch agrees the terms and conditions of towing services with the client. On the grounds of the agreed application for a tug the Arkhangelsk Department of the Arctic Basin Branch issues an invoice for the advance payment of services on provision of the tugs. The invoice shall be paid by the client before the start of towing.
Following the results of the works, an order is made and signed by the tug master and the towed vessel master. The order stipulates the list of works and the actual time of usage of the Arkhangelsk Department of the Arctic Basin Branch tugs. In case the actual time of the tugs’ work exceeds the planned time, the client is issued a tax invoice for the payment of the extra time of the tugs’ work. The tax invoice shall be paid within 5 days from the date of its issue.

Procedure for the provision of sea towing of vessels
The Arkhangelsk Department of the Arctic Basin Branch renders services on sea towing of vessels to interested organizations in accordance with the TOWCON or TOWHIRE international sea towing agreements (further referred to as Agreement).
To make an Agreement the client shall send an application for making an Agreement to the Arkhangelsk Department of the Arctic Basin Branch by fax: +7 (8182) 65-03-43 or by e-mail: mail@ark.rosmorport.ru . The application shall be reviewed within one day. If there are no technical limits to provide the requested services, and if all necessary documents for making an Agreement have been submitted, the client is sent two copies of the Agreement for signing. Preparation and agreement of the draft in accordance with the established procedure takes 5 days approximately. A signed copy of the Agreement shall be returned by the client to the Arkhangelsk Department of the Arctic Basin Branch at Karla Libknehta St. 34, Arkhangelsk 163000, Arkhangelsk Region, Russia.
