     1. General Information 

     The FSUE “Rosmorport” Azovo-Chernomorsky Basin Branch renders:

     - services for providing crew boats and other vessels of its auxiliary fleet to carry crew members, the marine agent (representatives of the marine agent or the ship-owner), pilots, members of the state commission of the Russian Federation state border checkpoint, documents, foodstuff, cargo or goods to/from vessels in the seaports of Azov, Kavkaz, Novorossiysk, Rostov-on-Don, Taganrog, Temryuk and Tuapse, also on Kerch-Yenikalsky Strait and Taman shipping Route;

     - services for carrying members of the state commission of the Russian Federation state border checkpoint to vessels in the seaport of Eysk.

     Fleet of crew boats and auxiliary fleet of the Azovo-Chernomorsky Basin Branch used for these purposes consist of 24 vessels in the following seaports:

     During winter navigation, if necessary, the icebreakers Kapitan Demidov, Kapitan Moshkin, Kapitan Chudinov, Georgy Sedov and Fanagoriya, being a part of the icebreaking fleet, can be used as crew boats in the seaports of Azov and Rostov-on-Don.

     2. Terms of crew boats provision 

 
     Terms of crew boats provision in seaports of Azov, Rostov-on-Don and Taganrog

     Crew boats services in the seaports of Azov, Rostov-on-Don and Taganrog are provided by the Azov Department of the Azovo-Chernomorsky Basin Branch in accordance with the terms of the public agreement on rendering services on providing navigation and stay of vessels in the seaports and on approaches to them (hereinafter referred to as Agreement). Terms of the Agreement and procedure for signing it are specified in the section “Harbour Dues and Tariffs of the Azovo-Chernomorsky Basin Branch”.


     Within the concluded Agreement crew boats are provided by the Azov Department of the Azovo-Chernomorsky Basin Branch in the seaports of Azov, Rostov-on-Don and Taganrog upon a written application of the client and after preliminary agreement on the technical possibility to provide a vessel with the dispatchers on duty of the Azov Department of the Azovo-Chernomorsky Basin Branch:

     in the seaports of Azov and Rostov-on-Don

     If the dispatchers of the Azov Department of the Azovo-Chernomorsky Basin Branch approve the possibility of provision of a crew boat, the written application shall be submitted not later than 3 hours before the scheduled operations:
     in the seaports of Azov and Rostov-on-Don

     On the basis of the submitted application a crew boat of the Azov Department of the Azovo-Chernomorsky Basin Branch is presented at the appointed time and place for conducting the requested work. All works performed by vessels of the Azov Department of the Azovo-Chernomorsky Basin Branch used as crew boats are recorded in the acceptance certificate, with indication of work time on the way and during the stop, which is signed by the client representative or vessel captain and the branch crew boat captain. Payment for the provided services shall be made within 30 (thirty) calendar days from the receipt of an invoice by the client.

      Terms of crew boats provision in Eysk seaport
 
     The Azov Department of the Azovo-Chernomorsky Basin Branch provides crew boats services in Eysk Seaport in accordance with the terms of the standard agreement on the port fleet provision (further referred to as Agreement).
     To conclude the Agreement the client must send a written application to the Azov Department of Azovo-Chernomorsky Basin Branch by fax: +7 (86132) 264-06 or by e-mail: rosmorport@esk.rosmorport.ru. The application will be reviewed in 1 day. Two duplicates of the Agreement will be sent to the client, provided that no technical limitations exist from the branch side, and all documents required for the agreement signing have been collected. Signed Agreement must be delivered back to the Azov Department of the Azovo-Chernomorsky Basin Branch: 2a Rabochaya Street, Eysk, the Krasnodar Region.

     Under the Agreement crew boats are provided by the Azov Department of the Azovo-Chernomorsky Basin Branch after operators confirm opportunity of the Azov department to provide a vessel by phone: +7 (86132) 214-88 (24 hours) upon a written application for a boat provision sent by the client to the Azov Department of the Azovo-Chernomorsky Basin Branch by fax: +7 (86132) 264-06, or by e-mail: rosmorport@esk.rosmorport.ru not later than in 3 hours before the scheduled operations.
       The vessel is presented by the Azov Department of the Azovo-Chernomorsky Basin Branch to the client at the appointed time and place to perform the requested work. Once the operations are completed, the master of the vessel makes an order, which is signed by the master or a representative from the vessel and sealed with the ship’s seal. The order provides basis for invoice to be paid under the Agreement.

     Terms of crew boats provision in seaports of Kavkaz and Temryuk


     Taman Department of the Azovo-Chernomorsky Basin Branch provides crew boats services in the seaports of Kavkaz and Temryuk in accordance with the terms of standard contract on provision of the port fleet (further referred to as the Contract).

     To make a Contract, the customer should initiate the procedure for concluding an contract in his personal account on the portal for the provision of services https://services.rosmorport.ru/ (further referred to as Portal), after registering on it.

     Registration on the Portal means the creation of a personal account for the customer, integrated in an electronic document management system, where it is possible to submit applications for concluding a contract, approve and sign contracts for the provision of services, and monitor their implementation. When registering on the Portal, the customer provides information about his Taxpayer Identification Number (TIN), the email address to which the organization's account data will be sent, as well as information about employees who will be granted the right to act on behalf of the organization and submit applications for concluding a contract and signing accountable receipts. More detailed information on the procedure of registration on the Portal can be found in the Counterparty Instructions for working on the Portal.

     After the customer has completed the procedure for initiating the conclusion of the Contract, the application for the Contract submitted through the Portal will be reviewed by the Azovo-Chernomorsky Basin Branch within five days. Based on the results of the review, the Contract is formed and signed by the branch or a reasoned refusal, in case there are technical limitations for providing the declared services, is sent to the customer.

     Taman Department of the Azovo-Chernomorsky Basin Branch crew boats are provided on the basis of completed web form in the customer’s personal account on the Portal Instructions for making an application for the provision of crew boats of the Taman Department of the Azovo-Chernomorsky Basin Branch in the seaports of Kavkaz and Temryuk under the port fleet Contract concluded on the Portal are attached.

     Terms of crew boats provision on Kerch-Yenikalsky Strait and Taman shipping Route
 
     Azovo-Chernomorsky Basin Branch provides crew boats services on Kerch-Yenikalsky Strait and Taman shipping Route in accordance with the terms of standard agreement on provision of the port fleet (further referred to as Agreement).
     To conclude the Agreement the client must send a written application to Taman Department of Azovo-Chernomorsky Basin Branch by fax: +7 (86148) 605-80, or by e-mail: office@tmn.rosmorport.ru. The application will be reviewed in 1 day. Two duplicates of the Agreement will be sent to the client, provided that no technical limitations exist from the branch side, and all documents required for the agreement signing have been collected. Signed Agreement must be delivered back to the Taman Department: 46 Gertsen Street, 2nd floor, Temryuk, the Krasnodar Region.

     Under the Contract crew boats of the Taman Department of the Azovo-Chernomorsky Basin Branch are provided by the branch on the basis of the written application provided by the customer. The application must be provided by fax: +7 (86148) 605-80, or by email: DispKavkaz@tmn.rosmorport.ru not later than in 4 hours before the scheduled operations.
 
     The Taman Department of Azovo-Chernomorsky Basin Branch delivers a vessel by the specified time and place. Once the operations are completed, the master of the vessel makes an order, which is signed by the master or a representative from the vessel and sealed with the ship’s seal. The order provides basis for invoice to be paid under the Agreement.

     Terms of crew boats provision in Novorossiysk seaport
 
     Services on provision of crew boats in Novorossiysk Seaport are provided in accordance with the terms of the standard agreement on crew boats services (further referred to as Agreement).
     To conclude the Agreement the client must send a written application for Agreement signing to the Azovo-Chernomorsky Basin Branch by fax: +7 (8617) 67-64-00 or by e-mail: mail@nvr.rosmorport.ru. The application will be reviewed within three days, and two duplicates of the Agreement will be sent to the client, provided that no technical limitations exist from the branch side, and all documents required for the agreement signing have been collected. Signed Agreement must be delivered back to Azovo-Chernomorsky Basin Branch.

      Crew boats are provided by Azovo-Chernomorsky Basin Branch under the signed Agreement.
     Application for a boat provision must be submitted to the Azovo-Chernomorsky Basin Branch operations department by fax: +7 (8617) 60-23-97, or sent by e-mail: m.pilots@nvr.rosmorport.ru, not later than in 4 hours before the scheduled operations.      Terms of crew boats provision in Tuapse seaport
 
     Azovo-Chernomorsky Basin Branch provides crew boats services in Tuapse Seaport in accordance with the terms of standard agreement on services provision (further referred to as Agreement).
     To make a Contract, the customer should initiate the procedure for concluding an contract in his personal account on the portal for the provision of services https://services.rosmorport.ru/ (further referred to as Portal), after registering on it.
     Registration on the Portal means the creation of a personal account for the customer, integrated in an electronic document management system, where it is possible to submit applications for concluding a contract, approve and sign contracts for the provision of services, and monitor their implementation.
