The FSUE “Rosmorport” Azovo-Chernomorsky Basin Branch Azov Department renders services in the seaport of Taganrog on collection and transportation of shipboard waste from the berths of the seaport of Taganrog every day from 09:00 till 17:00 Moscow time in accordance with the requirements of MARPOL 73/78 (except for ballast water, cargo-related waste, waste related to cleaning of cargo and fuel tanks) for the entire time the vessel spends in the seaport of Taganrog.
The activities of the Azovo-Chernomorsky Basin Branch on collection and transportation of waste of I-IV hazard classes, neutralization of waste of III-IV hazard classes in the seaport of Taganrog are carried out in accordance with the License on Activities for the Collection, Transportation, Processing, Disposal, Neutralization, Placement of Hazardous Waste of I-IV classes dated February 20, 2008 No. L020-00113-77/00031378 (valid indefinitely), issued by the Russia's Federal Service for Supervision of Natural Resources Usage (Rosprirodnadzor) Department for the Central Federal District.
The activities of the specialized organization IP Kalinichenko, engaged by the Azovo-Chernomorsky Basin Branch, are carried out in accordance with the License on Activities for the Transportation of waste of I-IV hazard classes dated July 8, 2022 No. L020-00113-61/00041552 (valid indefinitely), issued by the Interregional Office of Rosprirodnadzor for the Rostov Region and the Republic of Kalmykia.
To provide the appropriate services, the Azovo-Chernomorsky Basin Branch Azov Department has a garbage truck for collection of shipboard waste in the seaport of Taganrog.
For reception of oily waters and sewage waters, IP Kalinichenko provides tank trucks equipped with independent vacuum pumping and a receiving hose with an international flange at least 40 m long.

Terms and conditions of services on collection of waste from vessels paying environmental dues in the seaport of Taganrog as prescribed
Services on collection of waste from vessels in the seaport of Taganrog are provided by the Azovo-Chernomorsky Basin Branch Azov Department in accordance with the Procedure for the provision by the FSUE “Rosmorport” Azovo-Chernomorsky Basin Branch Azov Department of services on collection of shipboard waste from vessels paying environmental dues in the seaport of Taganrog as prescribed, approved by the order of the FSUE “Rosmorport” Azovo-Chernomorsky Basin Branch Azov Department dated December 20, 2023 No. 413, and a standard contract for the services of ship navigation and stay in the seaports and on approaches to them. Terms of the contract and the procedure of its conclusion are available in the section “Harbour Dues and Tariffs of the Azovo-Chernomorsky Basin Branch”.
Ecological dues are charged for services of the Azovo-Chernomorsky Basin Branch Azov Department on collection of shipboard waste compulsory for submission in the seaport of Taganrog. Information on the ecological dues rates and the charging procedure is available in the section “Harbour Dues and Tariffs of the Azovo-Chernomorsky Basin Branch”.
Terms and conditions of services on collection of waste from vessels exempt from payment of ecological dues and submission of shipboard waste in the seaport of Taganrog
Services on collection of waste from vessels exempt from payment of ecological dues and submission of shipboard waste in the seaport of Taganrog are provided by the Azovo-Chernomorsky Basin Branch Azov Department on the basis of a standard contract for the services of ship navigation and stay in the seaports and on approaches to them (hereinafter referred to as Contract). Terms of the Contract and the procedure of its conclusion are available in the section “Harbour Dues and Tariffs of the Azovo-Chernomorsky Basin Branch”.
To collect waste from the vessel, the shipowner/ship agent should submit a written application to the dispatcher's office of the Azovo-Chernomorsky Basin Branch Azov Department 24 hours before the vessel approaches the seaport of Taganrog:
- from 07:00 till 19:00 Moscow time by fax: +7 (8634) 31-76-10, or a scan by e-mail: taganrog-disp@azv.rosmorport.ru ;
- from 19:00 till 07:00 Moscow time by fax: +7 (863) 287-00-13, or a scan by e-mail: dispetcher@azv.rosmorport.ru .
The application is reviewed within one hour, and if it is technically possible to provide the requested services, a garbage truck and/or a tank truck is sent to the destination specified in the application to perform waste collection.

When the collection of waste is finished, a shipboard waste and garbage receipt confirming the removing of the waste from the vessel is issued to be used for calculation of payment for the provided services on collection of the waste from the vessel. Payment for the services provided by the Azovo-Chernomorsky Basin Branch Azov Department shall be made according to the terms and conditions stipulated in the Contract.
