     1. General information

 

     The FSUE “Rosmorport” Petropavlovsk Branch renders navigational services using Vessel Traffic System Petropavlovsk-Kamchatskiy in the seaport of Petropavlovsk-Kamchatskiy (further referred to as Petropavlovsk-Kamchatskiy VTS) to vessels (except for small boats, pleasure boats and sports sailing ships) calling at the seaport of Petropavlovsk-Kamchatskiy or passing through its water area.

     Small boats, pleasure boats and sports sailing ships, located in the Petropavlovsk-Kamchatskiy VTS coverage area, can be provided with assistance in navigation only, upon their request and within technical limits of the Petropavlovsk-Kamchatskiy VTS equipment.

     Petropavlovsk-Kamchatskiy VTS meets all current requirements and functions to increase navigation safety, shipping efficiency, safety of life at sea, marine environment and seacoast protection within its coverage area.

     Petropavlovsk-Kamchatskiy VTS includes:

     - Petropavlovsk-Kamchatskiy VTS Center;

     - automated radar post on mount Mayachaya.

 

     The services rendered using Petropavlovsk-Kamchatskiy VTS include:

     - detecting vessels on the approaches to the Petropavlovsk-Kamchatskiy VTS coverage areas, establishing connection with them, receiving information on the vessel;

     - transmitting navigation, current and other information to vessels upon the initiative of the VTS operators, or by request of the vessel;

     - providing aid to navigation;

     - organizing and regulating vessel traffic;

     - control over the vessel traffic.

 

     Based on the results of the survey conducted in accordance with the Regulations on Approval of Types of Equipment and Survey of Facilities and Centers, approved by the Ministry of Transport of Russia order No. 32 of 10.02.2010, Rosmorrechflot issued to the Petropavlovsk Branch a certificate No. VTS-24.11.01.00198.170 of 19.01.2024 on the conformity of Petropavlovsk-Kamchatskiy VTS with the requirements for radar vessel traffic control systems of the first-category VTS, approved by the Ministry of Transport of Russia order No. 226 of 23.07.2015.

 

     Petropavlovsk-Kamchatskiy VTS functions 24 hours a day. The staff of operators of Petropavlovsk-Kamchatskiy VTS include 10 people. All of them have undergone professional training and are qualified in compliance with the IALA V-103 recommendations.

     2. Petropavlovsk-Kamchatskiy VTS coverage area

 

     In accordance with Compulsory regulations in the seaport of Petropavlovsk-Kamchatskiy, approved by the Ministry of Transport Order No. 4 of 19.01.2015, the Petropavlovsk-Kamchatskiy VTS coverage area includes compulsory pilotage areas, namely:

     а) the Petropavlovsk-Kamchatskiy section of the seaport of Petropavlovsk-Kamchatskiy water area located in the north-eastern part of Avacha Bay, from the mouth of the Avacha River to the southern tip of Petropavlovsk Bay section No. 1 and in Rakovaya Bay section No. 15;

     b) fairway No. 25, located along the line of the Avachinsky alignment (343.3° – 163.3°), which has a width of three cables and is limited by straight lines, connecting the points with coordinates in order:

     c) the fairway of Rakovaya Bay, located along the alignment line of Rakovaya Bay (138.9° – 318.9°), which has a width of two cables and is limited by straight lines connecting the points with coordinates in order:

     In the Petropavlovsk-Kamchatskiy VTS coverage area, reliable detection and stable tracking of vessels with an effective reflective surface of 70 square meters and more is provided, and reliable VHF radio communication with vessels and radar control are ensured. Operating area of coastal stations of the Automatic Identification System (AIS) totally covers the Petropavlovsk-Kamchatskiy VTS coverage area.


     3. Petropavlovsk-Kamchatskiy VTS services terms and conditions

 

     Navigation services with the use of Petropavlovsk-Kamchatskiy VTS are provided by the Petropavlovsk Branch for vessels (except for small boats, pleasure boats and sports sailing ships) in accordance with the requirements Resolution IMO А.1158(32), the General Rules for Navigation and Mooring of Vessels in the Seaports of the Russian Federation and on Approaches to Them that have been approved by the Ministry of Transport of Russia Order No. 395 of 12.11.2021, the Compulsory Regulations in the Seaport of Petropavlovsk-Kamchatskiy that have been approved by Order No. 4 of 19.01.2015, orders of the captain of the seaport of Petropavlovsk-Kamchatskiy concerning operational functions of Petropavlovsk-Kamchatskiy VTS.

     For small boats, pleasure boats and sports sailing ships, Petropavlovsk-Kamchatskiy VTS provides assistance in navigation upon their request within its technical limits.

 

     All ships and vessels equipped with radio communication means of the maritime mobile service regardless of their departmental subordination and forms of ownership, being in the Petropavlovsk-Kamchatskiy VTS coverage area, should comply with the rules for navigation of vessels in the Petropavlovsk-Kamchatskiy VTS coverage area.

     A regulatory approval system of vessel traffic is established in the Petropavlovsk-Kamchatskiy VTS coverage area. Vessels can enter or leave the coverage area, approach the pilot’s reception point or start moving in the Petropavlovsk-Kamchatskiy VTS coverage area only upon receipt of a Petropavlovsk-Kamchatskiy VTS operator’s permit.

     Captains of vessels, proceeding to the seaport of Petropavlovsk-Kamchatskiy, should establish communication with Petropavlovsk-Kamchatskiy VTS on VHF Channel 24 (call sign “Petropavlovsk – Traffic”) at least 30 minutes before crossing the line connecting capes Mayachny and Bezymyanny, receive confirmation about recognition and report about:

     - type and name of the vessel;

     - country of the ship's flag;

     - port of destination;

     - maximum actual draft and air draught of the vessel;

     - type of cargo, information about hazard cargo;

     - technical faults and other limitations which influence navigation safety,

     and receive permission to enter/leave the Petropavlovsk-Kamchatskiy VTS coverage area.

     Petropavlovsk-Kamchatskiy VTS is entitled to ask a vessel for additional data and information in accordance with the General Rules for Navigation and Mooring of Vessels in the Seaports of the Russian Federation and on Approaches to Them.

 

     When an identified vessel enters the Petropavlovsk-Kamchatskiy VTS coverage area, Petropavlovsk-Kamchatskiy VTS indicates to it the recommended route, the procedure for passing fairways and their crossings, anchorage, informs the vessel about the pilot’s reception point in the seaport of Petropavlovsk-Kamchatskiy and about the situation on the route, and transmits other information.

     A vessel located in the Petropavlovsk-Kamchatskiy VTS coverage area, should inform Petropavlovsk-Kamchatskiy VTS about the detection of marine environment pollution, inconsistencies in the operation or location of aids to navigation, facilities or phenomena that pose a danger or impede navigation.

     In accordance with the Compulsory Regulations in the seaport of Petropavlovsk-Kamchatskiy a vessel proceeding to or leaving the Petropavlovsk-Kamchatskiy section of the water area of the seaport of Petropavlovsk-Kamchatskiy should inform the Petropavlovsk-Kamchatskiy VTS about:

     - time of crossing the Mayachny–Bezymyanny line and actual visibility along the route;

     - time of crossing the southern and northern boundaries of the one-way section;

     - time of passing the beam line of the western mark of shoal Rakovaya and actual visibility along the route.

     After receiving information from the vessel that the mooring has started, Petropavlovsk-Kamchatskiy VTS stops monitoring the vessel’s traffic.

 

     Transmission of navigational, current and other information to vessels is carried out by Petropavlovsk-Kamchatskiy VTS under request of the vessel or order of the captain of the seaport of Petropavlovsk-Kamchatskiy in cases, when there are or are planned some changes in navigational situation, upon receipt of a storm warning, which can influence the navigation safety in the seaport of the Petropavlovsk-Kamchatskiy VTS coverage area.

 

     Petropavlovsk-Kamchatskiy VTS provides assistance in navigation at the request of the vessel or by decision of Petropavlovsk-Kamchatskiy VTS in difficult hydrometeorological conditions in case the technical means on board that should ensure the safe movement of the vessel are absent or out of order. When assisting in navigation, Petropavlovsk-Kamchatskiy VTS regularly transmits to the vessel information:

     • about the position of the vessel against the navigation landmark, fairway and waypoints;

     • about navigational dangers near the vessel and on its route;

     • about the location and movement of other vessels, as well as recommendations for the further movement of the vessel.

     The errors of automatic radar target tracking when providing navigational assistance by Petropavlovsk-Kamchatskiy VTS are the following:

     - distance:   not more than 20 m;

     - bearing:        ±0.5º;

     - course:           ±2º;

     - velocity:      ±1 knot.

     The procedure for providing assistance in navigation, including the interval for transmitting information, is agreed between Petropavlovsk-Kamchatskiy VTS and the vessel using communication means. The vessel is notified by Petropavlovsk-Kamchatskiy VTS of the start and end of assistance in navigation, confirms the receipt of information and recommendations from Petropavlovsk-Kamchatskiy VTS, and informs Petropavlovsk-Kamchatskiy VTS of the actions taken.

     It is up to the captain of the vessel to choose the way to control the vessel while following the recommendations and instructions of Petropavlovsk-Kamchatskiy VTS. If it is impossible to comply with Petropavlovsk-Kamchatskiy VTS instructions, the captain of the vessel passes this information to the Petropavlovsk-Kamchatskiy VTS operator using communication means and informs him of his further actions and intentions.

 

     The vessel traffic in the Petropavlovsk-Kamchatskiy VTS coverage area is organized considering the specifics of the seaport of Petropavlovsk-Kamchatskiy on the basis of the daily schedule for the placement and movement of vessels in the seaport of Petropavlovsk-Kamchatskiy and includes:

     - issuing permits for the movement of vessels and the placement of vessels in the Petropavlovsk-Kamchatskiy VTS coverage area;

     - planning of vessel traffic;

     - using mandatory vessel reports on the beginning, end of movement and passage of regulated waypoints;

     - using routes and priority directions for vessel traffic;

     - using one-way traffic of vessels along the fairways;

     - establishing speed and intervals of vessel traffic.

     Daily schedules for the movement and placement of vessels in the seaport of Petropavlovsk-Kamchatskiy are approved by the captain of the seaport of Petropavlovsk-Kamchatskiy on the basis of the information about vessel’s call at the seaport of Petropavlovsk-Kamchatskiy and are posted on the Internet at: http://www.ampskk.ru/pozitsiya-sudov/index.php

 

     Petropavlovsk-Kamchatskiy VTS regulates vessel traffic by transmitting binding instructions to vessels regarding:

     - sequence and time of the beginning of movement;

     - route, interval and speed;

     - the procedure for the passage of fairways and their crossings by vessels;

     - ban on further movement;

     - location of anchorages and shelters.

 

     A vessel that has anchored, started or completed mooring to a berth in the seaport of Petropavlovsk-Kamchatskiy, started moving after unmooring or leaving the berth, should inform Petropavlovsk-Kamchatskiy VTS about it.

     Permission to move when unmooring or leaving the berth should be requested by the vessel from Petropavlovsk-Kamchatskiy VTS at least 15 minutes before the start of movement.

     The permission is canceled and should be requested again if the vessel does not start the permitted actions within 30 minutes from the moment of communication with the Petropavlovsk-Kamchatskiy VTS operator.

 

     The main means of interaction between Petropavlovsk-Kamchatskiy VTS and vessels is radiotelephone communication in the VHF band of the maritime mobile service.

     Vessels, located in the Petropavlovsk-Kamchatskiy VTS coverage area, should maintain permanent radio watch on VHF Channel 16 and on the main (working) VHF Channel 24 (call sign “Petropavlovsk – Traffic”).

     A vessel, leaving the Petropavlovsk-Kamchatskiy VTS coverage area, should inform Petropavlovsk-Kamchatskiy VTS about it and request permission to end the radio watch on working VHF Channel 24, call sign “Petropavlovsk – Traffic”.

     Radio talks, which are unrelated to ensuring navigation safety and regulating vessel traffic, as well as for communication between coastal correspondents, are forbidden on the above mentioned channels.

     Radio communication between the Petropavlovsk-Kamchatskiy VTS operator and vessels on VHF channels should be held pursuant to the Radio Regulations of the Maritime Mobile Service and the Maritime Mobile Satellite Service of the Russian Federation; the format of messages should correspond to IMO Resolution A.851(20) “General Principles for Ship Reporting Systems and Ship Reporting Requirements”. For voice radio communication with the crews of foreign vessels, English language is used in terms of “IMO's Standard Marine Communication Phrases”. It is possible to conduct radio talks in Russian, if there is a voice confirmation in English from the captain of the vessel, with such confirmation being recorded in the database of the Petropavlovsk-Kamchatsky VTS documentation system.

 

     Navigation dues (VTS) are levied for navigation services rendered by the Petropavlovsk Branch with the use of Petropavlovsk-Kamchatskiy VTS from vessels calling at the seaport of Petropavlovsk-Kamchatskiy.
