One of the main activities of the FSUE “Rosmorport” Makhachkala Branch is implementation of federal target programs of marine transport development, as well as capital investment programs of FSUE “Rosmorport” aimed at port infrastructure facilities and fleet development in the seaport of Makhachkala.
Investment Projects Implemented by the Makhachkala Branch
Since July 2012, when the Makhachkala Branch was created, the branch has implemented the following investment projects aimed at the development of port infrastructure and quality of services provided for shipowners, cargo shippers and other users in the seaports.
Seaport of Makhachkala
In February 2020, in accordance with the permission of the Department of Architecture and Urban Planning of the Makhachkala City Administration dated 12.02.2020 No. 05-308-121-2018, the reconstructed Makhachkala VTS building was put into operation. The implementation of the project helped to compactly and conveniently room the technical equipment of Makhachkala VTS, GMDSS and engineering and technical means of ensuring transport security, create comfortable workplaces for the Makhachkala VTS staff, GMDSS personnel and employees of the technical supervision for the seaport of Makhachkala water area department of the FSUE “Rosmorport” Makhachkala Branch, improve their sanitary and living conditions in order to raise operational efficiency of relevant personnel.

In February 2023, in accordance with the permission of the Department of Architecture and Urban Planning of the Makhachkala City Administration dated 18.04.2023 No. 05-40-012-2023, the constructed front leading mark of the range of the dry cargo harbor canal in the seaport of Makhachkala with a height of 20 m was put into operation. The construction of the navigation mark with a sector scanning lantern improved the visibility of the linear navigational range of the canal of the dry cargo harbor in the dark and during daylight hours and is aimed at increasing the level of navigation safety in the waters of the seaport of Makhachkala.
Projects Planned and Being Implemented by the Makhachkala Branch
Currently, within implementation of the “Russian Transport System Development” federal target program, as well as within its own capital investment programs of port infrastructure facilities development in the seaport of Makhachkala, the Makhachkala Branch is implementing the following investment projects in the form of capital investment in coastal and port infrastructure facilities:
- project for the reconstruction of oil pier No. 1 in the seaport of Makhachkala. Within the project, it is planned to restore the forward dolphin, replace the pile foundation of the pier and fenders, strengthen the working part of the technological site, carry out bank protection work, repair the reinforced concrete head and restore the coating of the oil pier, which will allow tankers of the “President Heydar Aliyev” design type with a length of 149.9 m, a width of 17.3 m and a loaded draft of 7.14 m to be handled at the oil pier. As a result, this will increase the throughput of oil pier No. 1 to 4 million tons of oil per year.
Currently, a specialized organization carries out design and conducts engineering surveys.
Subject to successful design and passing state examinations, and in case the necessary funds are allocated, the start of construction and installation work on the project is planned for 2025.
- project for the reconstruction of oil pier No. 2 in the seaport of Makhachkala. Within the project, it is planned to build up the reinforced concrete head, strengthen the technological parts of the oil pier to accept large loads, and replace fenders, which will allow tankers of the “President Heydar Aliyev” design type with a length of 149.9 m, a width of 17.3 m and a loaded draft of 7.14 m to be handled at the oil pier. As a result, this will increase the throughput of oil pier No. 2 to 4 million tons of oil per year.
Currently, the measures for selecting a specialized organization that will carry out engineering surveys and design are on the way.
Subject to successful design and passing state examinations, and in case the necessary funds are allocated, the start of construction and installation work on the project is planned for 2027.
- project for the reconstruction of oil berth No. 5 in the seaport of Makhachkala. Within the project, it is planned to partly dismantle the structures of the existing oil berth in order to build a new bollard, a stern bollard and a technological platform in the form of a thin bolt wall, to dredge the operating water area on an area of 0.7 hectares, bringing the bottom marks to -6.58 m, which will make it possible to handle design vessels with a length of 146.9 m, a width of 17.4 m, and a cargo draft of 5.3 m at the oil berth. As a result, this will increase the throughput of oil berth No. 5 to 1 million tons of oil per year.
Subject to successful passing state examinations, and in case the necessary funds are allocated, the start of construction and installation work on the project is planned for the 2nd quarter of 2025.
- project for reconstruction of the canal and the water area of the Oil Harbor of the seaport of Makhachkala. Within the project, it is planned to dredge the canal and the water area of the Oil Harbor from marks of -6.7 m to -8.25 m on an area of 62.4 hectares, which will ensure safe navigation and maneuvering of vessels with a length of 149.9 m, a width of 17.3 m and a draft of 7.14 m proceeding to oil piers No. 1 and No. 2 and oil berth No. 5.
Currently, the measures for selecting a specialized organization that will carry out engineering surveys and design are on the way.
Subject to successful passing state ecological and state examinations, and in case the necessary funds are allocated, the start of construction and installation work on the project is planned for 2026.
- project for the construction of a complex of structures for moorage and maintenance of service and auxiliary fleet and navigation equipment in the seaport of Makhachkala. The project envisages the formation of an artificial land plot with an area of more than 1 hectare, construction of a bank protection with a length of 127 m, construction of four berths with a total length of the quay wall of 165 m: two berths for moorage of the service and auxiliary fleet with a total length of 130 m and two berths for laying up of boats and a tug with a total length 35 m, construction of repair stations for the repair of navigation equipment, construction of a logistics warehouse designed to store navigation equipment, reconstruction of the root part of the Southern Pier with the construction of a berth with a length of 80 m for embarking/disembarking of pilots.
The implementation of the project will improve the efficiency of maintaining vessels of the service and auxiliary fleet of the Makhachkala Branch, as well as improve the conditions for performing work on the repair of navigation equipment in the seaport of Makhachkala.
Subject to obtaining positive conclusions of state examinations, and in case the necessary funds are allocated, the start of construction and installation work on the project is planned for 2025.
