Makhachkala Branch History

     The FSUE “Rosmorport” Makhachkala Branch was founded in July 2012 in accordance with FSUE “Rosmorport” order dated 16.07.2012 No. 434 which also established the Statute on the FSUE “Rosmorport” Makhachkala Branch.

 

     2012

 

     In July 2012 notification on tax registration dated 25.07.2012 No. 1062436 was given to Makhachkala Branch by Inspection of the Federal Tax Service in Kirov District of Makhachkala.

 

     In August 2012 by FSUE “Rosmorport” order dated 24.07.2012 No. 236/k Apandi Nurmagomedov is appointed Director of Makhachkala Branch.

 

     In October 2012 in accordance with FSUE “Rosmorport” order dated 16.07.2012 No. 436 the Branch started operating.

 

     2013

 

     In February 2013 in accordance with Rosmorrechflot Regulation dated 14.02.2013 No. AD-37-r federal property taken from FSUE “Makhachkala Sea Trade Port” was assigned to FSUE “Rosmorport”. The property comprised 14 facilities of federal real estate, including basins of oil and bulk harbours with approach canals, aids to navigation, VTS and GMDSS area A1 and A2 facilities of the seaport of Makhachkala. By FSUE “Rosmorport” order dated 28.02.2013 No. 91 the facilities were transferred to the Makhachkala Branch for management.

 

     In April 2013 the Makhachkala Branch started to perform economic activities and charge port dues (canal, lighthouse and navigation dues) in Makhachkala Seaport.

 

     2014

 

     In March 2014 pursuant to Order No. 97 issued by FSUE “Rosmorport” on March 19, 2014 the Altair boat, which had been earlier on the books of the Sochi Branch, was transferred to the Makhachkala Branch for inspecting and examining aids to navigation in the seaport of Makhachkala.

 

     In July 2014 based on Resolution No. AD-237-r issued by Rosmorrechflot on June 16, 2014 and pursuant to Order No. 280 issued by FSUE “Rosmorport” floating and coastal aids to navigation were assigned to the Makhachkala Branch and transferred into economic management for ensuring safety of navigation in the Makhachkala seaport water area.

 

     In August 2014 the FSUE "Rosmorport" Makhachkala Branch acquired 4 real estate facilities: non-residential premises with a total area of ​​966.3 sq. m, a fence with a length of 169 m, a storage room with an area of ​​4.4 sq. m, and a garage with an attic with an area of ​​95.7 sq. m, located at the address: A. Akushinsky prospect, 30c, Makhachkala, Republic of Dagestan. These facilities are intended for the accommodation of employees of the FSUE "Rosmorport" Makhachkala Branch.

 

     In October 2014 based on Resolution No. SG-405-r issued by Rosmorrechflot on October 14, 2014 and pursuant to Order No. 506 issued by FSUE “Rosmorport” on 28 November 2014 the Dniester dredger, the Deltovaya-10 and Deltovaya-11 mud boats, and the GP-6 hydraulic elevator were assigned to and transferred into economic management of the Makhachkala Branch for dredging operations in the Makhachkala seaport water area.

 

     2015

 

     In April 2015 the branch acquired the Albatros boat of project Nautilus-800 for surveying work and for maintenance of navigational aids in the Makhachkala seaport.

 

     In June 2015 pursuant to Order No. 380 issued by FSUE “Rosmorport” on June 22, 2015 amendments were made to the Regulations on FSUE “Rosmorport” Makhachkala Branch to specify the location of the branch and to add a list of authorized activities of the Makhachkala branch with four new activities in the following fields:

          a) to assess vulnerability of the transport infrastructure facilities and transport means;

          b) to work out plans to ensure transportation security of the transport infrastructure and transport means;

          c) to carry out activities for water supply and water removal;

          d) to carry out activities for heat supply.

 

     In August 2015 based on Order No. AD-144-r issued on May 07, 2015 by Rosmorrechflot and pursuant to Order No. 474 issued by FSUE “Rosmorport” on August 10, 2015 engineering aids to navigation incorporated in radar aids to navigation, television and imaging IR equipment were transferred in economic management to the Makhachkala Branch for the surface lookout in the Makhachkala seaport water sectors.

 

     2016

 

     In March 2016 the Makhachkala Branch started providing infrastructural services in the seaport of Makhachkala to operate facilities of engineering safety aids to navigation in the seaport of Makhachkala.

 

     In July 2016, in accordance with the FSUE “Rosmorport” order dated 29.07.2016 No. 359, the FSUE “Rosmorport” Makhachkala Branch, the “MZ-135” anchor transport tug, which was previously operated by the FSUE “Rosmorport” Arkhangelsk Branch, intended for delivery of anchors of a multi-scoop dredger during dredging operations, as well as for maintenance and replacement of buoys in the seaport of Makhachkala, was transferred to the FSUE “Rosmorport” Makhachkala Branch.

 

     2017

 

     In March 2017 under FSUE “Rosmorport” Order No 111 dated March 31, 2017 the FSUE “Rosmorport” Azov Basin Branch Regulations were amended, and the list of the Branch's authorized activities was expanded in the fields of:

     – carrying out functions of a builder customer in designing, constructing (reconstructing) and equipping (technically equipping) buildings, premises and facilities to ensure border, customs and other control in the seaports that is exercised at the Russian border checkpoints;

     – protecting facilities of the transport infrastructure and vehicles from acts of unlawful interference.


     In July 2017 upon Regulation No 171-r of July 07, 2017 issued by the Russian Federal Agency for State Property Management Territorial Directorate for the Republic of Dagestan, 19 property units (berths, piers, pierheads, auxiliary buildings and roads) located in the seaport of Makhachkala and a property unit “The Sulak Coast Protection” in the settlement of Sulak, Makhachkala (Republic of Dagestan) have been assigned to the enterprise. Pursuant to FSUE “Rosmorport” Order No 259 of July 12, 2017, those facilities were transferred to the economic management of the FSUE “Rosmorport” Makhachkala Branch. The facilities are designed for ensuring navigation safety and vessel mooring in the water area of the seaport of Makhachkala, as well as carrying out cargo transshipment. A part of them will be further used directly by the Makhachkala Branch. The remaining property units will be leased out to operators by sea terminals in the seaport of Makhachkala, in accordance with the established procedure. 

 

     2018

 

     In June 2018 the Makhachkala Branch started to provide pilotage services in Makhachkala Seaport.

 

     In July 2018, in accordance with the FSUE "Rosmorport" order dated 06.07.2018 No. 312, the crew boat "Captain Suprun", previously operated by the FSUE "Rosmorport" Azovo-Chernomorsky Basin Branch, was transferred to the economic management of the FSUE "Rosmorport" Makhachkala Branch, intended for use  for the purpose of delivering pilots to vessels calling at the seaport of Makhachkala.

 

     In December 2018, in accordance with the transfer act dated 21.12.2018, "Silnaya" dredging barge, built at the request of the enterprise, with a hold volume of 600 m3, intended for dredging in the seaport of Makhachkala, was transferred to the economic management of the FSUE "Rosmorport" Makhachkala Branch.

 

     2019

 

     In October 2019, in accordance with the FSUE “Rosmorport” order dated 25.10.2019 No. 422, the “Steremitelny” patrol vessel, which was previously operated by the FSUE “Rosmorport” Azov Basin Branch, intended for use by the branch for delivery of pilots of the Makhachkala Branch to vessels for the purpose of conducting pilotage in the seaport of Makhachkala, was transferred to the economic management of the FSUE “Rosmorport” Makhachkala Branch.

 

     2020

 

     In February 2020, based on act No. 1 of acceptance of the completed construction project by the acceptance committee in the form KS-14, the Makhachkala Branch was handed over 3 federal real estate facilities that had been reconstructed: a checkpoint building intended for use by the branch to organize the passage of workers to the territory of the Makhachkala VTS, a retaining wall intended for use by the branch to prevent the collapse and sliding of the soil located behind it, a transformer substation intended for use by the branch to provide power supply to the Makhachkala VTS building.

 

     In October 2020, in accordance with the FSUE “Rosmorport” order dated 14.10.2020 No. 436, the following vessels were transferred to the FSUE “Rosmorport” Azov Basin Branch: the “Dnestr” dredger and “Deltovaya 10” and “Deltovaya 11” dredging scows, previously operated by the FSUE “Rosmorport” Makhachkala Branch, for their use by the FSUE “Rosmorport” Azov Basin Branch for its intended purpose.

 

     In November 2020, by the FSUE “Rosmorport” order dated 25.11.2020 No. 510, the Statute of the FSUE “Rosmorport” Makhachkala Branch in a new version were approved. In the same month, in agreement with the Rosmorrechflot (letter dated 19.11.2020 No. KS-27/13967), based on the letter of FSUE "Rosmorport" dated 24.11.2020 No. AL-25/10571-17, a decision was made to transfer the VTS mesh fence object from real estate to movable property for subsequent use by the branch for its intended purpose.

 

     2021

 

     In February 2021, based on theFSUE "Rosmorport" order dated 16.11.2020 No. 494 and in agreement with Rosmorrechflot (letter dated 29.10.2020 No. KS-27/12969) and in accordance with the write-off act dated 09.02.2021, the federal real estate facility "Temporary Berth GP-6" was written off and disposed of due to the impossibility of its further use for its intended purpose.


     In June 2021, in accordance with the act of transfer and acceptance for accounting dated 15.06.2021, the “Smelaya” soil-carrying barge with a hold volume of 600 cub. m, intended for use by the branch for the purpose of carrying out dredging works in the waters of the seaport of Makhachkala, built by order of the enterprise, was transferred to the economic management of the FSUE “Rosmorport” Makhachkala branch.


     In December 2021, by agreement with Rosmorrechflot (letter dated 20.10.2021 No. ZD-27/11965), based on the letter of FSUE “Rosmorport” dated 08.12.2021 No. АС-25/12627-17, the real estate object "Fence, length 169" was transferred from the category of real estate to the category of movable property for subsequent use by the FSUE “Rosmorport” Makhachkala Branch for its intended purpose. In the same month, by agreement with Rosmorrechflot (letter dated 22.10.2021 No. ZD-27/12097), based on the letter of FSUE “Rosmorport” dated 08.12.2021 No. АС-25/12627-17, the real estate object "Leader Mark in the Fishing Port" was transferred from the category of real estate to the category of movable property for subsequent use by the FSUE “Rosmorport” Makhachkala Branch for its intended purpose.

 

     2022

 

     In April 2022, in accordance with the FSUE “Rosmorport” order dated 14.04.2022 No. 166, a change was made to the Regulations on the FSUE “Rosmorport” Makhachkala Branch, related to the clarification of one of the permitted types of activities of the branch. In the same month, in accordance with the FSUE “Rosmorport” order dated 04.21.2022 No. 172, a change was made to the Regulations on the FSUE “Rosmorport” Makhachkala Branch, associated with the expansion of the list of permitted activities of the FSUE “Rosmorport” Makhachkala Branch with the possibility of carrying out activities for the collection and treatment of waste water.


     In August 2022, in accordance with the acts of acceptance and transfer of fixed assets dated 12.08.2022, 4 real estate objects were transferred to the management of the FSUE “Rosmorport” Makhachkala Branch: "Receiving Radio Station - Sea Area A-2", "Warehouse", "Garage" and "Antenna Mast", located in the urban-type settlement of Sulak, Makhachkala, Republic of Dagestan, formed as a result of the disaggregation of the real estate object "Receiving Radio Station - Sea Area A-2" in accordance with the order of FSUE “Rosmorport” dated 28.01.2022 No. 28 and in agreement with Rosmorrechflot (letter dated 27.08.2021 No. ZD-27/9798), intended for their further use by the branch for its intended purpose.


     In November 2022, based on the Russian Government Order dated 15.11.2022 No. 3460, and in accordance with the minutes of the FSUE “Rosmorport” Makhachkala Branch dated 17.11.2022, a decision was made to transfer four unfinished construction projects, "Hexabit coastal protection structure", "Formation of a railway ferry crossing territory. Coastal protection structure," "Formation of a railway ferry crossing territory. Berthing structure" and "Technological road", located in the seaport of Makhachkala, to real estate. These projects will be leased in accordance with the established procedure as investment properties to the marine terminal operator operating in the seaport of Makhachkala.

 

     2023

     In April 2023, based on the act of acceptance of the completed construction project by the acceptance committee dated 10.04.2023 No. 1 in the form of KS-14, the newly constructed real estate facility “Front beacon with a sector scanning light of the canal leading line of the Sukhogruznaya Gavan of the Makhachkala Seaport” located in the seaport of Makhachkala was transferred to the management of the FSUE “Rosmorport” Makhachkala Branch to be used by the FSUE “Rosmorport” Makhachkala Branch to ensure the safety of navigation in the seaport of Makhachkala.

 

     In July 2023, in accordance with the FSUE “Rosmorport” order dated 24.07.2023 No. 291, a decision was made to approve an action plan for the creation of the FSUE “Rosmorport” Caspian Basin Branch and the corresponding termination of the activities of the FSUE “Rosmorport” Makhachkala Branch.

 

     In August 2023, based on the FSUE “Rosmorport” order dated 24.07.2023 No. 291, as part of the measures to terminate the activities of the FSUE “Rosmorport” Makhachkala Branch and the creation of the FSUE “Rosmorport” Caspian Basin Branch in accordance with the consignment notes for the internal movement of fixed assets and investment real estate dated August 31, 2023, all 52 real estate objects, including 45 stationary real estate objects and 7 vessels that were previously operated by the FSUE “Rosmorport” Makhachkala Branch, were transferred to the management of the FSUE “Rosmorport” Astrakhan Branch for their further use by the FSUE “Rosmorport” Astrakhan Branch for their intended purpose.

 

     In October 2023, by the FSUE “Rosmorport” order dated 25.10.2023 No. 961/k, the director of the FSUE “Rosmorport” Makhachkala Branch Nurmagomedov A.D. dismissed from his position due to transfer to the position of deputy director of the FSUE “Rosmorport” Caspian Basin Branch.


     In November 2023, in accordance with the FSUE “Rosmorport” order dated 24.07.2023 No. 292, the FSUE “Rosmorport” Makhachkala Branch stopped operating starting from November 1, 2023 due to the creation of the Makhachkala Directorate in the FSUE “Rosmorport” Astrakhan Branch. In the same month, in accordance with the notification of the inspection of the Federal Tax Service for the Kirov district of Makhachkala of the Federal Tax Service of Russia for the Republic of Dagestan dated 15.11.2023 No. 718380272, FSUE “Rosmorport” was removed from registration with the tax authority from 15.11.2023 due to the termination of the activities of a separate divisions of the enterprise - FSUE “Rosmorport” Makhachkala Branch.


     In December 2023, in accordance with the FSUE “Rosmorport” order dated 04.12.2023 No. 515, an action plan for the creation of the FSUE “Rosmorport” Makhachkala Branch was approved. In the same month, in accordance with the FSUE “Rosmorport” order dated 08.12.2023 No. 528, the Regulations on the FSUE “Rosmorport” Makhachkala Branch were approved. In addition, in accordance with the notification of the Office of the Federal Tax Service of Russia for the Republic of Dagestan dated 14.12.2023 No. 721324283, a separate structural division of the enterprise was registered with the tax authority on 08.12.2023 - the FSUE “Rosmorport” Makhachkala Branch. In addition, in December 2023, in accordance with the FSUE “Rosmorport” order dated 08.12.2023 No. 1137/k, the performance of the duties of the director of the FSUE “Rosmorport” Makhachkala Branch was assigned to the deputy director of the FSUE “Rosmorport” Makhachkala Branch Ismailov Fikret Artikovich without dismissal from the occupied post. Also in December 2023, in accordance with the FSUE “Rosmorport” order dated 25.12.2023 No. 576, an amendment was made to the Statute on the FSUE “Rosmorport” Makhachkala Branch to clarify the postal address index of the FSUE “Rosmorport” Makhachkala Branch.

 

     2024

 

     In January 2024, based on the FSUE “Rosmorport” order dated 04.12.2023 No. 515, as part of the activities to establish the FSUE “Rosmorport” Makhachkala Branch in accordance with the consignment notes for the internal movement of fixed assets and investment real estate dated 01.01.2024, 52 real estate objects were transferred from the FSUE “Rosmorport” Astrakhan Branch to the management of the FSUE “Rosmorport” Makhachkala Branch, including 7 vessels and 45 stationary real estate objects, including 7 underwater hydraulic structures, 21 hydraulic structures, 9 buildings and structures and 8 buildings and premises intended for use by the FSUE “Rosmorport” Makhachkala Branch to carry out its activities and provide services (perform work) in the seaport of Makhachkala and on the approaches to it.


     In March 2024, by the FSUE “Rosmorport” order dated 07.03.2024 No. 208/k, Deputy Director of the Makhachkala Branch of FSUE “Rosmorport” Ismailov F.A. transferred to the position of director of the Makhachkala Branch of the FSUE “Rosmorport”.


     In April 2024, based on the FSUE “Rosmorport” order dated 28.03.2024 No. 102 and in accordance with the vessel acceptance certificate dated 05.04.2024, the vessel Pilot-1, which was previously operated by the FSUE “Rosmorport” North-Western Basin Branch, was transferred to the management of the FSUE “Rosmorport” Makhachkala Branch for the purpose of using it by the branch for delivering pilots to/from a vessel in the seaport of Makhachkala.


     In May 2024, based on the FSUE “Rosmorport” Makhachkala Branch order No. 5-OS dated 23.05.2024, the FSUE “Rosmorport” Makhachkala Branch accepted for registration the real estate facility “Flood-breaking Dam with Coastal Dump in the Dry Cargo Harbour” created as a result of dredging operations carried out in the waters of the seaport of Makhachkala between 2014 and 2021. The facility is located in the seaport of Makhachkala and is intended for use by the branch to expand the territory of the seaport of Makhachkala for the subsequent future placement of berthing facilities there.


     In June 2024, based on the FSUE “Rosmorport” Makhachkala Branch order No. 7-OS dated 13.06.2024, the FSUE “Rosmorport” Makhachkala Branch accepted for registration the real estate facility “Flood-breaking Dam with Coastal Dump in the Oil Harbour” created as a result of dredging operations carried out in the waters of the seaport of Makhachkala between 2014 and 2021. The facility is located in the seaport of Makhachkala and is intended for use by the branch to expand the territory of the seaport of Makhachkala for the subsequent future placement of berthing facilities there.

 

     In October 2024, in accordance with the order of FSUE “Rosmorport” dated 05.08.2024 No. 323, the Kronshlot dredger, previously operated by the FSUE “Rosmorport” Astrakhan Branch, was transferred to the management of the FSUE “Rosmorport” Makhachkala Branch to be used by the branch to carry out dredging operations in the waters of the seaport of Makhachkala.

 

     2025

 

     In February 2025, in accordance with the FSUE “Rosmorport” order dated 21.02.2025 No. 82, an amendment was made to the Statute on the Makhachkala Branch of FSUE “Rosmorport”, clarifying the responsibility of the head of the branch.


     In May 2025, in accordance with a sales contract, the company acquired and transferred four vessels to the management of the FSUE “Rosmorport” Makhachkala Branch in accordance with acceptance certificates: the “Astrakhanets” multi-bucket dredger, the “SSh-21” self-propelled slurry barge, the “SSh-24” self-propelled slurry barge, and the “ShS-51” self-propelled slurry barge. These vessels are intended for use by the FSUE “Rosmorport” Makhachkala Branch for dredging operations in the water area of the seaport of Makhachkala and for transporting dredged bottom soil to storage sites.


     In July 2025, in accordance with the order of FSUE “Rosmorport” 21.07.2025 No. 338, 3 vessels were transferred to the management of the FSUE “Rosmorport” Azovo-Chernomorsky Basin Branch: the “SSh-21” self-propelled slurry transport barge, the “SSh-24” self-propelled slurry transport barge and the “ShS-51” self-propelled slurry transport barge, previously operated by the FSUE “Rosmorport” Makhachkala Branch and intended for use by the Azovo-Chernomorsky Basin Branch of the enterprise in accordance with their intended purpose.


     In October 2025, in accordance with the FSUE “Rosmorport” order dated 10.10.2025 No. 460, amendments were made to the Regulations on the Makhachkala Branch of the FSUE “Rosmorport” related to the expansion of the list of personal responsibilities of the director of the branch.


     At present the FSUE “Rosmorport” Makhachkala Branch is taking active part in provision of stable fault free functioning of Makhachkala Seaport and development of coastal and port infrastructure facilities of the seaport. The staff of the Branch numbers 59 people. Using the assigned federal property, Makhachkala Branch offers a wide range of services in Makhachkala Seaport concerning assurance of navigation safety and vessel mooring in the seaport waters and its approaches.
