Harbor Dues

According to article 19 of Federal Law dated 08.11.2007 No. 261-FZ "On seaports in the Russian Federation and on making amendments to particular acts of law of the Russian Federation", Ministry of Transport of Russia order dated 31.10.2012 No. 387 approves the list of harbor dues in the seaports of the Russian Federation. In accordance with the order FSUE "Rosmorport", as a natural monopoly entity, charges canal, navigation, lighthouse, icebreaking, pilotage, ecological, transport safety of the seaport water area and investment dues in the seaports of Russia when conducting regulated types of activities.

According to Federal Law dated 17.08.1995 No. 147-FZ "On natural monopolies", Order of Federal Antimonopoly Service (FAS) of Russia dated 10.03.2016 No. 233/16 approves the Rules of harbor dues application in the seaports of the Russian Federation, and Order of FAS of Russia dated 07.11.2025 No. 896/25 approves the rates of harbor dues charged for the services, which are rendered by FSUE "Rosmorport" as a natural monopoly entity in the corresponding seaports of the Russian Federation, and the rules of their application.

In accordance with clause 2 of the Decree of the Government of Russia No. 1923 dated December 27, 2019, by order of FSUE "Rosmorport" No. 555 dated December 15, 2020, the rates of pilotage dues for pilotage services provided by FSUE "Rosmorport" in the seaports of the Russian Federation (Azov, Anadyr, Anapa, Arkhangelsk, Astrakhan, Big Port Saint-Petersburg, Vanino, Vladivostok, Vostochny, Vyborg, Vysotsk, Gelendzhik, De-Kastri, Eysk, Zarubino, Kavkaz, Kaliningrad, Kandalaksha, Korsakov, Magadan, Makhachkala, Mezen, Murmansk, Naryan-Mar, Nakhodka, Nevelsk, Nikolaevsk-on-Amur, Novorossiysk, Olya, Onega, Okhotsk, Pevek, Petropavlovsk-Kamchatsky, Posyet, Primorsk, Rostov-on-Don, Sabetta, Sovetskaya Gavan, Taganrog, Taman, Temryuk, Tuapse, Sochi, Ust-Luga, Kholmsk, Shakhtersk) were approved.

In accordance with clause 2 of the Decree of the Government of Russia No. 1923 dated December 27, 2019, by order of FSUE "Rosmorport" No. 552 dated December 15, 2020, the rates of the ecological dues for ecological safety services provided by FSUE "Rosmorport" in the seaports of the Russian Federation (Big Port Saint-Petersburg, Vanino, Vladivostok, Vostochny, Magadan, Nakhodka, Taganrog, Ust-Luga) were approved.

In accordance with Order of FAS of Russia No. 1588/19 of December 3, 2019 by the FSUE “Rosmorport” Order No. 546 of December 27, 2019 harbor dues are approved for transport security services in the water area of the seaport, rendered by the FSUE “Rosmorport” in the seaports of Russian Federation (Anadyr, Anapa, Arkhangelsk, Astrakhan, Azov, Big Port Saint Petersburg, De Kastri, Dikson, Dudinka, Eysk, Gelendzhik, Kaliningrad, Kandalaksha, Kavkaz, Magadan, Makhachkala, Murmansk, Nakhodka, Nikolayevsk-on-Amur, Novorossiysk, Olya, Onega, Passenger Port Saint Petersburg, Petropavlovsk-Kamchatskiy, Pevek, Primorsk, Rostov-on-Don, Sochi, Sovetskaya Gavan, Taganrog, Taman, Temryuk, Tiksi, Tuapse, Ust-Luga, Vanino, Varandey, Vladivostok, Vostochny, Vyborg, Vysotsk, Zarubino).

In accordance with the Decree of the Government of Russia dated May 18, 2019 No. 616, by order of the FAS Russia dated December 19, 2025 No. 1131/25, the maximum amount of investment port dues for 2026 and indices for 2027, 2028 to the maximum amount of the investment port dues for 2026, levied by FSUE “Rosmorport” in the seaports of Big Port Saint Petersburg, Vanino, Vladivostok, Vostochny, Vysotsk, De-Kastri, Murmansk, Nakhodka, Novorossiysk, Prigorodnoye, Primorsk, Tuapse and Ust-Luga were approved.
