Astrakhan Branch History

     The Astrakhan Branch of FSUE “Rosmorport” was created in September, 2003 by the order of FSUE “Rosmorport” No. 19/OD dated 08.09.2003, approving the Statute for the Astrakhan Branch of the FSUE “Rosmorport”. 

    

     2003


     In September, 2003 the FSUE “Rosmorport” Astrakhan Branch as the detached subdivision of the enterprise, was put on the tax account in Inspection of the Ministry of Taxes and Levies of the Russian Federation for Trusovsky district of Astrakhan, and the fact of placing the Branch in territory of Astrakhan was registered by Registration Chamber of the Astrakhan Region. 


     In October, 2003 Sajkin Michael Ivanovich was appointed acting director of the FSUE “Rosmorport” Astrakhan Branch by the order of FSUE “Rosmorport” dated 21.10.2003 № 53/k. 

 

     2004


     By decision of the Ministry of Property Relations of the Russian Federation № 747-r dated 20.02.2004 the federal property withdrawn from Sea Administration of the Port of Astrakhan was transferred to FSUE “Rosmorport”. The above mentioned property was assigned to the FSUE “Rosmorport” Astrakhan Branch by the order of “Rosmorport” № 26 b/OD dated 29.02.2004. 
     In accordance with the order of the Ministry of Transport of the Russian Federation № VR-33-r dated 27.02.2004 the FSUE “Rosmorport” Astrakhan Branch began collection of port dues starting from March 1, 2004, thus beginning its business activity in the seaports of Astrakhan and Olya. 


     In March, 2004 Gennady Davidovich Davidov was appointed director of the FSUE “Rosmorport” Astrakhan Branch by the order of FSUE “Rosmorport” dated 01.03.2004 № 97/k. 

 

     2005


     In May, 2005 by the order of FSUE “Rosmorport” dated 23.05.2005 № 200/OD the new edition of the Statute on the FSUE “Rosmorport” Astrakhan Branch was approved. According to the brought changes the authorities of the branch related to protection of the state secret data were extended. 

 

     2006


     In February, 2006 by the order of FSUE “Rosmorport” dated 26.02.2006 № 49k G.D. Davidov has been dismissed due to the expiration of the labor contract. Petruhin Stanislav Vladimirovich was appointed director of the FSUE “Rosmorport” Astrakhan Branch by the order of “Rosmorport” dated 26.02.2006 № 52/k. 

 

     2007


     In October, 2007 due to the leasing of the “Rosmorport” property in the seaport of Olya to ZAO “Promyshlennye Investitsii” according to the contract dated 18.10.2007 № 507/DO/07/290, the department of operations of the seaport of Olya in the structure of the Astrakhan Branch was abolished.

 

     2010


     In August, 2010 by the order of FSUE "Rosmorport" from July, 19th, 2010 № 335/k S.V.Petruhin was dismissed as director of the FSUE "Rosmorport" Astrakhan Branch at his own will. By the order of FSUE "Rosmorport" from August, 2nd, 2010 № 369/k Kovalev Nikolay Aleksandrovich was appointed acting director of the FSUE “Rosmorport” Astrakhan Branch.


     In October, 2010 by the order of FSUE "Rosmorport" from 25.10.10 № 513/k Fedosenko Vyacheslav Vasilievich was appointed acting director of the FSUE “Rosmorport” Astrakhan Branch.

 

     2011

 

     In July 2011, by FSUE “Rosmorport” Order No. 439 dated 01.07.2011, the previously constructed berths No. 4 and No.5 in the seaport of Olya, intended for ro-ro and general cargo handling, were transferred to the Astrakhan Branch and will be leased to the sea terminals operators in the seaport of Olya.

 

     2012

 

     In April 2012, by FSUE “Rosmorport” Order No. 194 of  05.04.2012 the previously constructed berths No. 6, 6a and 7, commissioned by the enterprise in 2011 and intended for general cargo handling in the seaport of Olya, were transferred to the Astrakhan Branch and, in accordance with the established order, will be leased to the sea terminals operators in the seaport of Olya.

 

     In July 2012, by FSUE “Rosmorport” Order No. 468 of 27.07.2012 Regulations on the Astrakhan branch was approved as amended.

 

     In November 2012, by FSUE “Rosmorport” Order No. 737 of 16.11.2012, Akvamarin multipurpose boat of MPB 14 project, constructed under the enterprise’s order for pilots delivery in the seaport of Astrakhan, was transferred to the Astrakhan Branch.

 

     2013


     In May 2013 by FSUE “Rosmorport” order dated 29.05.2013 No. 315/k N.A. Kovalev was transferred to the position of Director of the FSUE “Rosmorport” Astrakhan Branch.

 

     In November 2013, by FSUE “Rosmorport” Order No. 572 of 19.11.2013, Artemy Volynsky non-propelled of Beaver 65DDSP project, constructed under the enterprise’s order for dredging in the seaports of Astrakhan and Olya, was transferred to the Astrakhan Branch. In the same month, in accordance with the FSUE "Rosmorport" order No. 570 of November 18, 2013, to the Astrakhan Branch for the economic management were transferred the construction completed real estate objects: vehicle control point; advanced inspection point for vehicles; three checkpoints with a Border Guard  post; four checkpoints of the customs service; metal fencing; sitewide covering; motor-truck scales in the amount of 4 pcs.; fencing; disinfection barrier; wage scales; disinfection access roads; access roads of a road barriers; a pressure header of runoff water system; external networks of the municipal wastewater disposal; external networks of fire water supply; external networks of the utility and drinking water system; on-site power supply networks of 10 kV and 0.4 kV, intended for the organization and operation of the sea passenger-and-freight permanent multilateral checkpoint across the state border of the Russian Federation in the seaport of Olya within the intermodal center of rolling (auto-ferry) and general cargo (berths No. 4, No. 5 and No. 5a).

     

     2014

 

     In May 2014, by FSUE “Rosmorport” Order No. 343/k of 25.04.2014, Kovalev N. relieved of his duty at his own request. by FSUE “Rosmorport” Order No. 389/k of 08.05.2014, duties of the FSUE “Rosmorport” Astrakhan Branch was assigned to the Deputy Director for Navigation Safety of the FSUE “Rosmorport” Astrakhan Branch Solomatkin Yuriy.

 

     In July 2014, by FSUE “Rosmorport” Order No. 270 of 02.07.2014, Agat multipurpose boat of Multi Cat 1908 SD project was transferred to the Astrakhan Branch for ensuring operation of non-propelled dredger and servicing navigational situation in the seaports of Astrakhan and Olya. In the same month, by FSUE “Rosmorport” Order No. 307 of 25.07.2014, the Regulations on the Astrakhan Branch were amended, in accordance with the amendments, the list of the authorized activities of the Astrakhan Branch was extended by six new activities, envisaging:

     a) implementation of activities in the field of ionizing radiation sources (generating) use, carried out by the branch;

     b) organization of repair, maintenance and general operation servicing and supply of vessels, carried out by the branch;

     c) branch participation in ensuring the navigation safety of the seaports water areas;

     d) maintaining technical means to ensure navigation safety of seaports water areas in good condition, organization of maintenance, repair, reconstruction and new construction, carried out by the branch;

     e) branch participation in creation and ensuring operation of facilities of A1, A2, A3, A4 sea areas of the Global Maritime Distress and Safety System, including A3/A4 sea areas in the water area of the Northern Sea Route;

     f) performance of branch’s functions of NAVAREA XX and XXI geographical

 

     In December 2014, by FSUE “Rosmorport” Order No. 270 of 02.07.2014, Iskatel surveying boat of Nautilus-800 project, designed to carry out hydrographic survey conducted by the FSUE “Rosmorport” Astrakhan Branch in the water area the seaports of Astrakhan and Olya and in the Volga-Caspian Marine Shipping Canal, was transferred to the Astrakhan Branch economic management.

     In the same month, in accordance with acts of acceptance No. F040005870 and No. F040005871 of 31.12.2014, constructed berth No.10 designed for berthing and servicing of the Portfleet vessels in the seaport of Olya, and previously constructed Berth No. 8-9 designed for general cargo handling, receiving, temporary storage and shipping of containers, which in accordance with the established order will be leased to the sea terminals operators in the seaport of Olya, were transferred to the Astrakhan Branch economic management.

 

     2015

 

     In May 2015, in accordance with FSUE “Rosmorport” Order No. 313 of 28.05.2015, the previously operated by the FSUE “Rosmorport” Arkhangelsk Branch Enisey pilot boat was transferred to the Astrakhan Branch for use for year-round delivery of the Astrakhan Branch pilots to the Astrakhan Sea Road in the seaport of Olya for carrying out pilotage of vessels along the Volga-Caspian Marine Shipping Canal, including calling at the seaports of Astrakhan and Olya.


     In June 2015 by FSUE “Rosmorport” order dated 08/05/2015 No. 375/k Vladimir Leonovich Gudkov was appointed Acting Director of the FSUE “Rosmorport” Astrakhan Branch.

In the same month, by FSUE “Rosmorport” Order No. 380 of 22.06.2015, the Regulations on the FSUE “Rosmorport” Astrakhan Branch were amended, in accordance with the amendments, the list of the authorized activities of the Astrakhan Branch was extended by four new activities in the following areas:

     a) assessment of vulnerability of transport infrastructure and vehicles;

     b) development of plans to ensure transport safety of transport infrastructure and vehicles;

     c) activities on water supply and sanitation;

     d) heat supply activities.

 

     In September 2015, in accordance with FSUE “Rosmorport” Order No. 529 of 11.09.2015, correcting adjustments were introduced to Regulations on the Astrakhan Branch defining the rights of the Astrakhan Branch to implement the authorized activities, carrying out of which, in accordance with the Russian legislation, requires to obtain special permits, licenses and certificates

 

     In October 2015, in accordance with FSUE “Rosmorport” Order No. 566 of 02.10.2015, Urengoy hopper dredger previously operated by the FSUE “Rosmorport” Azov Basin Branch was transferred to the Astrakhan Branch economic management for carrying out dredging in the seaports of Astrakhan and Olya water areas, in the Volga-Caspian Marine Shipping Canal and the Caspian Sea.

 

     In November 2015, in accordance with acts of acceptance No. F040006087 and No. F040006088 of 03.11.2015, previously constructed berths No. 10a and 10b intended for operation by the Astrakhan Branch for organization of berthing and complex servicing of vessels of the Portfleet of the Astrakhan Branch in the seaport of Olya were transferred to the Astrakhan Branch economic management.

 

       In December 2015, in accordance with the act of acceptance of the completed construction of the facility of 02.12.2015, the previously built aquatic areas by the berth № 5a and berth № 5a, which had been designed for safe approach, maneuvering and docking at the berth № 5a for the purpose of rolling loads transshipment, were transferred under the economic control and management of the Astarkhan Branch. In the established order, berth № 5a will be let out for lease by the Astrakhan Branch to the operators of sea terminals in the seaport of Olya.

    

     2016

 

     In March 2016, in accordance with FSUE “Rosmorport” Order No. 136 of 28.03.2016, Tsiklon crew boat previously purchased in accordance with supply contract No. 16/110 of 17.03.2016 was transferred to the Astrakhan Branch economic management for use in filed purposes in the seaports of Olya and Astrakhan water areas and on the VCMSC.

 

     In May 2016, after vessel transportation from the seaport Big Port Saint Petersburg, under FSUE “Rosmorport” Order No. 719 of 14.12.2015, Bumerang-1 pilot boat previously operated by the North-Western Basin Branch was transferred to the Astrakhan Branch economic management for further operation in the seaport of Olya as a transport for delivery of the Branch pilots to vessels.

 

     In June 2016, after vessel transportation from the seaport Big Port Saint Petersburg, under FSUE “Rosmorport” Order No. 719 of 14.12.2015, Bumerang-2 pilot boat previously operated by the North-Western Basin Branch was transferred to the Astrakhan Branch economic management for further operation in the seaport of Astrakhan as a transport for delivery of the Branch pilots to vessels. In the same month, in accordance with FSUE “Rosmorport” Order No. 273 of 14.06.2016, new no-propelled Petr Sablin cutter-suction dredger previously constructed under the enterprise’s order, intended for operation by the FSUE “Rosmorport” Astrakhan Branch for repairing dredging in the Volga-Caspian Marine Shipping Canal water area, was transferred to the Astrakhan Branch economic management.

 

    In July 2016, in accordance with the acceptance certificate for the constructed facility KS-14 dated 30.05.2016, the previously constructed tower with the height of 70 meters near the village of Novo-Bulgary, designed for placement of “Astrakhan-Novo-Bulgary-Olya” radio technical communication line equipment, was transferred to the Astrakhan Branch for economic management.

 

     In October 2016, by FSUE “Rosmorport” Order No. 903/k of 07.10.2016, Gudkov Vladimir was appointed Director of the FSUE “Rosmorport” Astrakhan Branch.

 

     2017

 

      In March 2017 under FSUE “Rosmorport” Order No 111 dated March 31, 2017 the FSUE “Rosmorport” Astrakhan Branch Regulations were amended, and the list of the Branch's authorized activities was expanded in the fields of:

     - carrying out functions of a builder customer in designing, constructing (reconstructing) and equipping (technically equipping) buildings, premises and facilities to ensure border, customs and other control in the seaports that is exercised at the Russian border checkpoints;

     - protecting facilities of the transport infrastructure and vehicles from acts of unlawful interference.


     In June 2017 in accordance with order of FSUE “Rosmorport” of 20.06.2017 No. 223 the Astrakhan Branch received under its economic management and control a new workboat with ice strengthening named Evgeniy Vasilyev, to be used by the Branch on the Volga-Caspian Sea Canal and in the seaport of Olya for delivery and removal of the Branch’s pilots to and from vessels entering the seaport territories.


     In September 2017 on the basis of the decision of the Arbitration Court of the Astrakhan region of September 08, 2017 the decision on the separation of the two objects of immovable property, and namely - berth № 10a and berth № 10b, into three independent object of the real estate was approved and accepted. The three independent objects were berth № 10a, intended for the fleet docking, berth № 10b, intended for the fleet docking, and the water area of  berths № 10a, 10b attached to the maneuver raid, intended for the safe docking and maneuvering of ships.


     In October 2017, on the basis of the act of acceptance of the completed construction of the facility of October 26, 2017 the newly constructed external electricity supply lines with the capacity 0.4 kv located in the area of Novo-Bulgars of the Astrakhan Region have been transferred under economic control and management of the Astrakhan Branch, to be used by the Branch for the improvement of quality of electricity supply of the radio-relay communication line: radio relay terminal Astrakhan – linking radio relay station Novo-Bulgary –nodal radio relay station Olga.


     2018


     In November 2018 under FSUE “Rosmorport” Order No 1386/k of November 23, 2018 deputy director of the FSUE “Rosmorport” Askhrakhan Branch Svyatsky Aleksei Sergeyevich was charged with the duties of acting director of the FSUE “Rosmorport” Astrakhan Branch without removal from his current position.


     2019


     In April 2019 according to the order of Territorial Administration of Rosimuschestvo in Moscow No. 418 of 05.04.2019 and on the basis of consent of FSUE "Rosmorport" (the letter No. AL-24/11347-17 of 29.03.2018) the decision was made to remove two objects of real estate, premises with a total area of 145,4 sq. m., designed for administrative personnel, from economic management of FSUE "Rosmorport" and secure them on the basis of operational management to the Federal State Budgetary Edicational Institution of Higher Education "Volga State University of Water Transport" for further use for its intended purpose.

 

     In August 2019, in accordance with the order of FSUE "Rosmorport" No. 720/k of 29.07.2019, Svyatsky Alexei Sergeyevich, formerly deputy director and simultaneously acting director of the FSUE "Rosmorport" Astrakhan Branch was transferred to the position of director of the FSUE "Rosmorport" Astrakhan Branch without being removed from office.


     2020


     In September 2020, in accordance with FSUE "Rosmorport" order No. 401 of September 23, 2020,  self-propelled multi-bucket dredger Severo-Zapadny-503, which had been previously operated by the FBU "Administration of the Volga-Baltic Basin of Inland Waterways", was transferred to the management of the Astrakhan branch of FSUE "Rosmorport". The vessel will be used for performing dredging works in the water area of the Volga-Caspian Marine Shipping Channel. In the same month under the order of FSUE "Rosmorport" No. 405 of September 28, 2020 SHS-74 scow, which had been previously operated by FBU "Administration of the Volga-Baltic Basin of Inland Waterways", was transferred to the Astrakhan branch of FSUE "Rosmorport".  The vessel will be used by the branch for receiving, transporting and unloading bottom soil extracted by the self-propelled multi-bucket dredger Severo-Zapadny-503 during dredging operations in the water area of the Volga-Caspian Marine Shipping Channel.


     In November 2020, by Order of FSUE “Rosmorport” No. 518 of November 25, 2020, the new edition of the Statute for the Astrakhan Branch of FSUE “Rosmorport” was approved.


     2021


     In March 2021 in accordance with the order of Territorial Administration of Rosimuschestvo in Astrakhan Region No. 30-40-r as of 09.03.2021 and on the basis of consent of FSUE "Rosmorport" (the letter No. AL-24/10996-17 as of 07.12.2020) the decision was made to remove the object of real estate – the berth No. 8-9 in the seaport of Olya from economic management of FSUE "Rosmorport" to the property holding of the State Treasury of Russian Federation.


     In May 2021, in agreement with Rosmorrechflot (letter dated 10.06.2020 No. KS-27/6314) and in accordance with the order of the FSUE "Rosmorport" Astrakhan branch dated 11.05.2021 No. 209, the decision was made to transfer the property unit "Sliding gates with an electric drive", placed under economic management of the enterprise, in the category of movable property.


     In June 2021, in accordance with the FSUE "Rosmorport" order dated 07.06.2021 No. 367/k, the director of the FSUE "Rosmorport" Astrakhan branch Svyatsky A.S. was dismissed from his post by agreement of the parties. In the same month, in accordance with the FSUE “Rosmorport” order dated 09.06.2021 No. 379/k, the duties of the director of the FSUE “Rosmorport” Astrakhan branch were assigned to the Deputy Director for Navigation Safety of the FSUE “Rosmorport” Astrakhan Branch, Gennady Anatolyevich Khripunov, without dismissal from his current position. In addition, in agreement with Rosmorrechflot (letters dated December 29, 2020 No. KS-27/15782 and February 18, 2021 No. ВS-27/1450) and in accordance with the orders of the FSUE "Rosmorport" Astrakhan branch dated June 7, 2021 No. 261 and June 7, 2021 No. 264, the decision was made to transfer the property units "Gate" and "Fence", placed under economic management to the enterprise, in the category of movable property.


     In July 2021 according to the order of FSUE "Rosmorport" No. 513/k as of 19.07.2021 Kim Alexander Vladimirovich, deputy director of the FSUE “Rosmorport” Astrakhan Branch, was charged with the duties of acting director of the FSUE “Rosmorport” Astrakhan Branch without removal from his current position.


     In October 2021, in accordance with the order of FSUE "Rosmorport" dated 21.09.2021 No. 246, the Azovskaya self-discharging sludge carrier and the Bolgradskaya sludge vessel, previously operated by the Azovo-Chernomorsky Basin branch of the FSUE "Rosmorport", were transferred to the management of the FSUE "Rosmorport" Astrakhan branch. The vessels will be used by the Astrakhan branch of the FSUE "Rosmorport" for receiving, transporting and discharging bottom soil extracted during the operation of the North-West 503 self-propelling multi-bucket dredger, during dredging operations in the waters of the Volga-Caspian Seaway Channel.


     In December 2021, by the FSUE “Rosmorport” order No. 1037/k of December 9, 2021 Kim Aleksander Vladimirovich, who had earlier held the position of deputy director of the FSUE "Rosmorport" Astrakhan Branch and acted as director of the FSUE "Rosmorport" Astrakhan Branch without being dismissed from his current position, was transferred to the position of Director of the FSUE "Rosmorport" Astrakhan Branch.


     2022


     In March 2022, in accordance with the order of FSUE “Rosmorport” No. 20 dated January 21, 2022, the Kronshlot self-unloading dredger, previously operated by the FSUE “Rosmorport” North-Western Basin Branch, was transferred to the management of the FSUE “Rosmorport” Astrakhan Branch for use by the branch for the purpose of carrying out dredging works in the water area of the Volga-Caspian sea navigation channel. In the same month, in accordance with the record of the meeting of the Commission of the FSUE “Rosmorport” central office for awarding titles No. 9 dated March 9, 2022, the vessel traffic control service (VTS) of the FSUE “Rosmorport” Astrakhan Branch was declared the winner in the nomination “Best vessel traffic control service, Group I of FSUE “Rosmorport”, and the crew of the Petr Sablin non-self-propelled dredger of the FSUE “Rosmorport” Astrakhan Branch was declared the winner in the nomination “Best crew of the FSUE “Rosmorport” dredger fleet”.


     In April 2022, the FSUE “Rosmorport” Astrakhan Branch obtained the Luch hydrographic boat to be used by the branch for carrying out surveying work in the water area of the seaports of Astrakhan and Olya. In the same month, in accordance with the FSUE “Rosmorport” order dated 14.04.2022 No. 166 an amendment was made to the Statute of the FSUE “Rosmorport” Astrakhan Branch, related to the clarification of one of the permitted types of activity of the branch. Moreover, in accordance with the FSUE “Rosmorport” order dated 21.04.2022 No. 172 an amendment was made to the Statute of the FSUE “Rosmorport” Astrakhan Branch, related to the supplement the list of permitted activities of the branch with activities for the collection and treatment of wastewater.


     2023


     In March 2023, in accordance with the minutes of the meeting of the Commission of the FSUE “Rosmorport” central office for awarding titles dated March 13, 2023 No. 10, according to the results of work for 2022, the crews of the non-self-propelled dredge “Petr Sablin” and the self-unloading dredger “Kronshlot” of the FSUE “Rosmorport” Astrakhan Branch.


     In April 2023, in accordance with the Rosmorrechflot order dated 04.21.2023 No. BT-122-r, the enterprise was assigned the right of economic management and, on the basis of the FSUE “Rosmorport” order dated 04.21.2023 No. 157, the Severo-Dvinsky-701 non-self-propelled dredger, previously operated by the FBI “Administration of the Dvina-Pechora Basin of Inland Waterways”, intended for use by the branch to carry out dredging work in the waters of the Volga-Caspian Sea Shipping Canal.


     In June 2023, by FSUE “Rosmorport” Order dated June 7, 2023 No. 477/k, Director of the FSUE “Rosmorport” Astrakhan branch Kim A.V. transferred to the position of Deputy Director of the FSUE “Rosmorport” Astrakhan Branch. In the same month, in accordance with the FSUE “Rosmorport” Order dated June 8, 2023 No. 478/k, Kim A.V. was entrusted to act as director of the FSUE “Rosmorport” Astrakhan Branch without being dismisses from his current position.

   

     In July 2023, by FSUE “Rosmorport” Order dated July 27, 2023 No. 647/k, Yury Anatolyevich Michurov, chief engineer of the FSUE “Rosmorport” Astrakhan Branch, was entrusted to act as director of the FSUE “Rosmorport” Astrakhan Branch without being dismissed from his current position. In the same month, in accordance with the FSUE “Rosmorport” order dated 24.07.2023 No. 291 an action plan was approved on joining of the liquidated Makhachkala Branch of the FSUE “Rosmorport” to the FSUE “Rosmorport” Astrakhan Branch and the subsequent renaming of the FSUE "Rosmorport" Astrakhan Branch into the FSUE “Rosmorport” Caspian Basin Branch. In addition, in accordance with the FSUE “Rosmorport” order dated 25.07.2023 No. 190/sh, the organizational structure and staffing schedule of the FSUE “Rosmorport” Astrakhan Branch was approved. Also in July 2023, in accordance with the order of the FSUE "Rosmorport" dated 31.07.2023 No. 293, changes were made to the Regulations on the FSUE "Rosmorport" Astrakhan Branch, related to the expansion of the territory of the FSUE "Rosmorport" Astrakhan Branch in the seaport of Makhachkala and on the approaches to it.

   

     In August 2023, FSUE "Rosmorport" received a notification from the Federal Tax Service Inspectorate for Kirovsky District of the city of Makhachkala of the Federal Tax Service of Russia for the Republic of Dagestan dated 08.08.2023 No. 704211798 on the registration of the separate division of the Makhachkala Directorate of the FSUE "Rosmorport" Astrakhan Branch in the tax authority.

   

     In September 2023, in accordance with the order of the FSUE "Rosmorport" Astrakhan branch dated 29.08.2023 No. 515, from September 1, 2023, a separate division was created - the Makhachkala Directorate as part of the FSUE "Rosmorport" Astrakhan Branch in order to carry out activities of the branch in the seaport of Makhachkala, and the regulations on it were approved.

   

     In October 2023, in accordance with the Rosmorrechflot order dated 17.10.2023 No. BT-408-r, the FSUE “Rosmorport” Astrakhan Branch was renamed as the FSUE “Rosmorport” Caspian Basin Branch. In the same month, in accordance with the FSUE “Rosmorport” order dated 25.10.2023 No. 439, the Regulations on the FSUE “Rosmorport” Caspian Basin Branch were approved. In addition, in accordance with the FSUE “Rosmorport” order dated 25.10.2023 No. 962/k, the fullfillment of duties of the Director of the FSUE “Rosmorport” Caspian Basin Branch is assigned to the Deputy Director of the FSUE “Rosmorport” Caspian Basin Branch Nurmagomedov Apandi Dzhakhbarovich without removal from his current position.

   

     In November 2023, by FSUE “Rosmorport” order dated 20.11.2023 No. 1059/k, A.D. Nurmagomedov, who previously held the position of Deputy Director of the FSUE “Rosmorport” Caspian Basin Branch and at the same time acting as Director of the FSUE “Rosmorport” Caspian Basin Branch without removal from his current position.


     In December 2023, based on the Rosmorrechflot directive dated 30.11.2023 No. BT-470-r, in accordance with the FSUE “Rosmorport” order dated 08.12.2023 No. 529, the FSUE “Rosmorport” Caspian Basin Branch was renamed as the FSUE “Rosmorport” Astrakhan Branch, and the new Regulations on the FSUE “Rosmorport” Astrakhan Branch were approved. In addition, in accordance with the notification of the Office of the Federal Tax Service of Russia for the Astrakhan Region dated 08.12.2023 No. 721324286, due to the changing of the name of the separate structural unit, the FSUE “Rosmorport” Astrakhan Branch was registered with the tax authority. In the same month, the FSUE “Rosmorport” Astrakhan Branch acquired the tugboats Pyotr Negodov and Magomed Gadzhiev in order to carry out work on the delivery of working anchors for dredgers, towing support for mooring operations of dredging fleet vessels in the waters of the seaports of Astrakhan, Olya and Volga-Caspian Sea Shipping Canal.

       

     Today the FSUE “Rosmorport” Astrakhan Branch takes active and direct part in development of coastal port infrastructure and in navigation safety in the seaports of Astrakhan, Olya and in the Volgo-Caspian sea shipping canal. The staff of the FSUE “Rosmorport” Astrakhan Branch are almost 600 persons. Using federal property, assigned to the FSUE “Rosmorport” Astrakhan Branch, the branch renders wide spectrum of services ensuring safe navigation and anchoring in the seaports of Astrakhan and Olya and on approaches to them. 

 



     Representatives of the FSUE “Rosmorport” Astrakhan Branch are members of various councils and consulting authorities of the region.
