VI. Prospects of environmental protection activities

     The FSUE "Rosmorport" North-Western Basin Branch, which was created on the basis of the Saint-Petersburg Branch by joining the Vyborg-Vysotsk, the Ust-Luga, and the Kaliningrad branches of FSUE "Rosmorport", proceeds with implementation of measures on environmental protection in order to decrease the negative influence on the environment. The program of the yearly environmental protection actions of the FSUE "Rosmorport" North-Western Basin Branch is formed on the basis of international, federal, and regional normative legal acts in the field of environmental protection.
     In order to conduct environmental protection activities the North-Western Basin Branch has the following structural subdivisions: ecological safety service, environmental protection division, and also authorised employees in the Branch's departments, which develop integrated solutions for all issues connected to environmental protection during performance of statutory activities of the Branch in the seaports of Big Port of Saint Petersburg, Kaliningrad, Ust-Luga, Vyborg, and Vysotsk.
     All employees of the North-Western Basin Branch involved in this field are professionally trained in environmental protection and rational usage of natural resources, and have working experience of at least 3 years, which enables them to perform systematic supervision over compliance to the norms and requirements of environmental legislation in the North-Western Basin Branch quickly and efficiently.
 

I. Environmental protection during current economic activities


     In accordance with the requirements of the environmental legislation of the Russian Federation, objects that have a negative impact on the environment must be registered in the federal state register.

     As of 01.01.2023, 34 areal facilities, which are operated by the North-Western Basin Branch, have been put on state registration in the federal state register of facilities. Of this list, 1 facility belongs to the I category of objects that have a significant negative impact on the environment, 5 facilities belong to the II category that have a moderate negative impact on the environment, and 28 facilities belong to the IV category of objects that have a minimal negative impact on the environment.

     As for other objects of the North-Western Basin Branch, works are carried out to categorize and register them in accordance with the established procedure.

     The environmental protection measures of the North-Western Basin Branch during current economic activities are implemented in the following directions:
 

1. Atmospheric air protection


     During its operation the North-Western Basin Branch uses different stationary and movable mechanisms and vehicles, which are the sources of atmospheric pollution.
     The North-Western Basin Branch uses the following stationary sources of pollution:
        - equipment of locksmitheries and workshops designed for repair and maintenance of the coastal vessels traffic systems; 
        - diesel generator stations enabling the work of the vessel traffic systems facilities; 
        - boilers working on diesel fuel in the seaports of Kalingrad and Ust-Luga; 
        - heating station in the seaport of Vysotsk.
     The movable sources of pollution of the North-Western Basin Branch comprise vessels and motor vehicles.
     The employees of the branch maintain supervision over compliance to the normatives of maximum allowable emissions. All the equipment and transport of the North-Western Basin Branch undergo planned repairs and technical maintenance with the aim to meet the set parameters for atmospheric emissions.
     In accordance with the requirements of the legislation of the Russian Federation, the North-Western Basin Branch has developed draft normatives of emissions of pollutants into the atmosphere, and on their basis has received:

     – Emission Allowance No. 10 of April 2, 2018 for the stationary sources, located at the following plots:

          a) site No. 1 (railway ferry complex in the city of Baltiysk, seaport of Kaliningrad);

          b) site No. 2 (the center of the Kaliningrad vessel traffic system in the city of Baltiysk, seaport of Kaliningrad);

          c) site No. 4 (automated radio technical post No. 1 in the city of Baltiysk, seaport of Kaliningrad);

          d) site No. 5 (automated radio technical post No. 2 in the city of Svetliy, seaport of Kaliningrad);

          e) site No. 6 (base station of the area A1 GMDSS, Yantarniy city district, Sinyavino village);

          f) site No. 7 (automated radio technical post No. 3, base of navigation equipment, seaport of Kaliningrad);

          g) site No. 8 (the GMDSS control center, seaport of Kaliningrad);

          h) site No. 9 (office building, city of Kaliningrad);

          i) site No. 10 (receiving center of the area A2 GMDSS, Bolshoye Isakovo village, Guryevsky district, Kaliningrad Region);

          j) site No. 11 (transmitting center of the area A2 GMDSS, Krasnoye village, Guryevsky district, Kaliningrad Region);

issued in accordance with the Russia's Federal Service for Supervision of Natural Resources Usage (Rosprirodnadzor) Department for the Kaliningrad Region No. 11-AV dated April 2, 2018 and valid till December 31, 2023;

     – Emission Allowance No. 26-7311-V-18/23 dated December 25, 2018 for the stationary source (site No. 1, located at Yuzhniy Val St. 1, Vyborg, Leningrad Region), issued by the Rosprirodnadzor Department for the North-Western Federal District and valid till October 19, 2023;

     – Emission Allowance No. 26-7021-V-18/23 dated December 11, 2018 for the stationary source (automated radio technical post of the vessel traffic system, locate at Radiotechnichesky Proezd 1, Vyborg, Leningrad Region), issued by the Rosprirodnadzor Department for the North-Western Federal District and valid till October 21, 2023;

     – Emission Allowance No. 26-7023-V-18/23 dated December 11, 2018 for the stationary source (site No. 2, located at Portovaya St. 3, Vysotsk, Leningrad Region), issued by the Rosprirodnadzor Department for the North-Western Federal District and valid till October 21, 2023;

     – Emission Allowance No. 26-7022-V-18/23 dated December 11, 2018 for the stationary source (VTS radio tower, located at Pikhtovaya St. 1, Vysotsk, Leningrad Region), issued by the Rosprirodnadzor Department for the North-Western Federal District and valid till October 21, 2023.

 

Dynamics of amount of the pollutants emissions into the atmosphere from the North-Western Basin Branch sources

 

     Significant reduction in emissions of pollutants into the atmosphere caused by the branch’s activity in 2017–2022 is due to the fact that in accordance with the environmental legislation emissions from mobile sources of pollution (cars, vessels and open car parks) are no longer standardized and are not taken into account in the draft standards for maximum permitted emissions.

 

2. Water resources protection


     In the process of its current activities the North-Western Basin Branch uses a range of water facilities located in the eastern part of the Gulf of Finland, in particular in the water area of the Big Port of Saint Petersburg, in the water area of the Neva River, in the eastern part of Vyborg Gulf, in the water area of the Luga Mouth, and the Baltic Sea for dredging and mooring of the branch vessels and also for collecting surface sewage.
     In accordance with the requirements of the water legislation the North-Western Basin Branch has prepared and received all necessary documents authorizing to use the corresponding water facilities, in particular:


     Water use contracts:
     - Water Use Contract No 39-01.01.00.002-R-DRBV-S-2017-00858/00 of September 26, 2017 for the right to use part of the Pregoluya river waters with the total area of 0.002518 square kilometres for placing floating crafts (vessels). The contract expires on September 25, 2037.


     Resolutions on granting water facilities for use:

     – Resolution No. 00-01.01.00.003.-М-RSBKh-Т-2016-00541/00 of January 12, 2016 on water body provision in the Kaliningrad Bay of the Baltic Sea for discharge of surface wastewater from treatment facilities of the railway ferry complex in the seaport of Kaliningrad (the city of Baltiysk), expiring on December 31, 2021 (the validity period was extended until December 31, 2023 in accordance with the letter of the Department of Water Resources for the Kaliningrad Region of the Federal Water Resources Agency No. Р7-07-804 dated December 28, 2021);

     –  Resolution No 00-01.03.00.007-M-RBBV-T-2016-02983/00 of November 15, 2016 to provide a water facility for use with the total space of 8.36 square kilometers. The facility is located on the section of the water area of Luga Bay in the Gulf of Finland in the area of Valshtein Bank. The Resolution has been issued by the Neva Lagoda Basin Water Department of the Russian Federal Agency for Water Resources to carry out dredging, explosive, drilling and other operations related to changing the bottom and coasts of the water facilities. The Resolution is valid till December 31, 2026;

     – Resolution No 00-01.01.00.003-M-RBBV-T-2017-00760/000 dated April 18, 2017 to provide the water facility with the total area of 1.65 square kilometers for use for the purpose of burying bottom soil. The facility is located in the Baltic Sea to the north of the northern dam of the Kaliningrad Seaway Canal. The resolution has been issued by the Neva-Ladoga Basin Water Authority of Russia's Federal Agency for Water Resources and it is valid till December 31, 2024;

     – Resolution No 00-01.01.00.003-M-RBBV-T-2017-00761/000 dated April 18, 2017 to provide for use the water facility with the total area of 2.11 square kilometers for use for the purpose of burying bottom soil. The facility is located in the Baltic Sea south of the southern dam of the Kaliningrad Seaway Canal. The resolution has been issued by the Neva-Ladoga Basin Water Authority of Russia's Federal Agency for Water Resources and it is valid till December 31, 2024;

     – Resolution No. 00-01.04.03.004-M-RPBV-Т-2017-02798/00 dated December 8, 2017 to provide the water facility in the water area of the Neva Bay (the Gulf of Finland) with the total area of 0.047 sq. km for the construction work on the reconstruction of berths No. 12, No. 13, No. 14 and the boot basin Gutuevsky of the seaport of Big Port of Saint Petersburg, issued by the Russian Federal Water Resources Agency Neva-Ladoga Basin Water Directorate and valid till December 31, 2020 (prolonged till December 28, 2023 in accordance with the Russian Federal Water Resources Agency Neva-Ladoga Basin Water Directorate letter No. R11-33-46 of January 17, 2022);

     – Resolution No. 00-01.04.03.005-M-RSBH-T-2022-17260/00 dated October 27, 2022 to provide the water facility in the water area of the Vyborg Bay (the Gulf of Finland) for wastewater discharge through outlet No. 1, located in the body of berth No. 3 in the seaport of Vyborg, with an annual discharge volume of 4.134 cubic meters per year, valid till November 5, 2029;

     – Resolution No. 00-01.04.03.005-М-RBBV-Т-2018-03367/00 dated May 23, 2018 to provide the water facility in the water area of the Gulf of Finland in the area of the Gruzny Island with the total area of 1.317 sq. km for works related to the storage of soil in an underwater dump, valid till December 31, 2027;

     – Resolution No 39-01.01.00.002.-R-RSBKh-T-2018-00910/00 of October 29, 2018 to provide a water facility located on Pregolya River and designed for waste water and drainage disposal for use, issued by Russian Federal Water Resources Agency Neva-Ladoga Basin Water Directorate and valid till December 31, 2023;

     – Resolution No. 00-01.03.00.007-M-RSBV-Т-2019-05159/00 of July 3, 2019 to provide a water facility located in the Gulf of Finland (Luga Bay) and designed for waste water disposal through outlet No. 1 for use, issued by Russian Federal Water Resources Agency Neva-Ladoga Basin Water Directorate and valid till December 31, 2024;

     – Resolution No. 00-01.03.00.007-M-RSBV-Т-2019-05159/00 of July 3, 2019 to provide a water facility located in the Gulf of Finland (Luga Bay) and designed for waste water disposal through outlet No. 1 for use, issued by Russian Federal Water Resources Agency Neva-Ladoga Basin Water Directorate and valid till December 31, 2024;

     – Resolution No. 00.03.00.007-М-RBBV-Т-2020-05922/00 dated December 8, 2020 to provide the water facility with the total area of 7.1678 sq. km located in the Baltic Sea for dredging blasting, drilling and other works which involve changing the bottom and banks of surface water facilities, bottom soil disposal, issued by the Russian Federal Water Resources Agency Neva-Ladoga Basin Water Directorate and valid till August 31, 2023.


     Allowances to discharge substances (except for radioactive ones) and microorganisms into water facilities and standards for permitted discharge of substances and microorganisms into water facilities:

     - standards for permitted discharge of substances and microorganisms in the Gulf of Finland (Luga Bay) water bodies, approved by the Russian Federal Water Resources Agency Neva-Ladoga Basin Water Directorate Order No. 710 of September 10, 2019 and valid till September 10, 2024.


     In accordance with the terms of the above-said contracts and resolutions the North-Western Basin Branch annually makes regular monitoring on the state of the water areas of water facilities provided to it for use. The monitoring is made pursuant to the programs coordinated with the Neva Ladoga Basin Branch Water Department of the Russian Federal Agency for Water Resources In order to carry out the specified works the North-Western Basin Branch involves specialized accredited organizations on the basis of competitive bidding that have necessary experience, the basic infrastructure and licenses to conduct such activities. Every quarter monitoring data is submitted to the Neva Ladoga Basin Water Department of the Russian Federal Agency for Water Resources in accordance with the established procedure.

 

     At the end of 2022, no pollution of water facilities used by the North-Western Basin Branch in accordance with the concluded agreements and decisions received was recorded.

     In general, it should be noted that according to the results of regular observations of water facilities used by the branch in the seaport of the Big Port of Saint Petersburg, the functioning of port facilities does not have a significant impact on the content of pollutants in the water of the mouth of the Bolshaya Neva River.

     As for the seaport of Ust-Luga, according to the results of the works on operational environmental control and regular monitoring of sources of negative environmental impact at the territory of the automobile and railway ferry complex, it can also be concluded that the dynamics of changes in the concentrations of pollutants in water facilities used by the North-Western Basin Branch in the seaport of Ust-Luga at the end of 2022 is similar to those of 2021/


     During summer navigation the North-Western Basin Branch together with the specialized organizations provides for daily works on cleaning of surface of certain parts of the water area of Big Port of Saint-Petersburg used by the branch from pollutions carried by the river, tide, rainfall, ice, storm, and also dumped form vessels and enterprises located near the seaport water area. Waste in the water area of ​​the seaport of Big Port of Saint Petersburg is forming primarily due to the specifics of the seaport geographical location, where the main part of waste is brought to the seaport water area from the city through the rivers of Bolshaya and Malaya Neva, Ekateringofka and Obvodny Canal.

3. Wastes disposal


     The North-Western Basin Branch and its departments conduct activities aimed at decreasing of the influence of waste produced by the branch on the environment. For this purpose the North-Western Basin Branch and its departments has created sites for temporary storage of waste, keep record of the amount of waste and control frequency of its processing, disposal, placement and neutralization. The structural subdivisions of the branch keep systematic supervision over compliance to the environmental protection requirements during treatment of wastes.   


     The North-Western Basin Branch leeps record of the amount of produced wastes, keeps constant supervision over the places of their temporary storage, frequency of their disposal by specialized licensed enterprises with which the branch has made agreements, according to the established procedure.
     Wastes produced during the current economic activities of the branch are related to 1-5 classes of hazard. The ratio of wastes of 1 (mercury lamps) and 2 (lead-acid and nickel cadmium accumulators) classes of hazard in the structure of the enterprise waste is no more than 0.01 %. Those wastes are disposed and recycled at specialised enterprises.
     Wastes of 3 class of hazard (different oils, bilge and oily waters produced during operation of icebreakers and vessels of the branch) are transmitted to a specialized organization for neutralization, and after treatment are used as fuel. Sanitary sewage is transmitted to the city canalization, according to the established procedure.
     All municipal waste produced by the North-Western Basin Branch is processed and placed to the licensed city disposal sites, according to the established procedure.

4. Land plots protection


     In order to prevent pollution, littering and fouling of the occupied by the North-Western Basin branch territories, the branch carries out:

          - selective collection of waste according to types, hazard classes and other characteristics;

          - periodic cleaning and timely removal of garbage and generated waste, performed on contractual basis by specialized licensed organizations;

          - equipping and maintenance of waste temporary storage places of the branch in accordance with the requirements of environmental protection and sanitary-epidemiological legislation of the Russian Federation;

          - control over the North-Western Basin Branch property lessees’ observance of the contractual obligations on timely cleaning of territories used and removal of waste.

 

5. Environmental protection during operation of ferry complexes in the seaports of Kaliningrad


     The enterprise disposes of railway ferry complexes in the seaports of Kaliningrad designed for receipt and processing of railway and automobile ferries. 
     The Kaliningrad department of the branch provides compliance to all the established environmental protection requirements during operation of the railway ferry complex in the town of Baltiysk (seaport of Kaliningrad).
     All sewage from buildings and constructions of the railway ferry complex undergo treatment at special biological treatment stations. Technical maintenance and analytical supervision of their work are regularly carried out (samples of sewage and treated waters are taken and analyzed according to 17 parameters). All surface storm, rain and melt waters undergo treatment at mechanical treatment stations. In accordance with the program agreed with the Nevsko-Ladozhsky Basin Water Department of Rosvodresursy the branch together with a special licensed organization conducts regular analytical supervision over the work of the treatment stations and the water facility, and its water protected area , with the aim to meet the established normatives of maximum allowable emissions of pollutants with sewage into the water facility.
     All wastes from the railway ferry complex are disposed to landfills by specialized organizations. in accordance with the current normatives and rules special sites for temporary storage of different types of wastes: used luminiscent lamps, accumulators, motor and hydraulic oils, oily rugs, domestic waste, and others are created on the territory of the railway ferry complex. Production control over the treatment of waste is carried out, and records are kept.
     The main stationary sources of the atmospheric pollution of the railway ferry complex - boiler station and emergency diesel generators undergo regular technical maintenance and planned repairs in accordance with the schedule. The equipment of the boiler and diesel generators undergoes regular technical maintenance, in accordance with the established schedule. Mobile sources of atmospheric pollution, and motor vehicles of the railway and ferry complex (port tugs and forklifts) undergo resular technical maintenance and state technical checks in accordance with the schedule.
 

II. Environmental protection during works on collection of shipboard wastes

 

     Organization of collection, transportation, neutralization and/or placing of ship waste in accordance with MARPOL 73/78 requirements, generated during normal operation of vessel (except ballast water, waste produced from cargo, waste produced from cleaning cargo and fuel tanks) during all time of vessel stay in the seaports of Big Port Saint Petersburg and Ust-Luga, is carried out by the North-Western Basin Branch on its own or by involvement of specialized organizations on contractual basis:

   In the seaport of Big Port Saint Petersburg

     On the basis of licenses for carrying out activities on collection, transportation, processing, disposal, neutralization, placing of waste of I-IV hazard classes, issued by the Rosprirodnadzor Department for the Northwestern Federal District:

     - KONTUR SPB LLC for carrying out activities on collection, transportation, disposal, and neutralization of waste of I-IV hazard classes (license No. (78)-5054-STUB of January 11, 2018, valid indefinitely);

     - Ecological Fleet LLC for carrying out activities on transportation of waste of I-IV hazard classes (license No. LO20-00113-78/01101638 of September 8, 2022, valid indefinitely);

     - IVOLGA LLC for carrying out activities on collection and transportation of waste of I-IV hazard classes, neutralization of waste of III-IV hazard classes (license No. (78)-7269-STU of February 6, 2019, valid indefinitely).

     In the seaport of Ust-Luga

     On the basis of licenses for carrying out activities on collection, transportation, processing, disposal, neutralization, placing of waste of I-IV hazard classes, issued by the Rosprirodnadzor Department for the Central Federal District:

     - to the FSUE “Rosmorport” North-Western Basin Branch Ust-Luga Department for carrying out activities on collection and transportation of waste of I-IV hazard classes, neutralization of waste of III-IV hazard classes (license No. 077 216 of April 19, 2016, valid indefinitely).

 

     The above mentioned organizations dispose of trained employees, necessary equipment and transport for collection, temporary disposal, and disposal of shipboard wastes, in accordance with the environmental protection requirements.
     The enterprise has a special complex of equipment and coastal statios for collection and treatment of shipboard wastes in the seaport of Ust-Luga. The mobile ecological complex comprises:
        - a bilge-water removal vessel;
        - an integrated waste treatment station SKPO-3;
        - an insinerator station IN50.02KM;
        - specialized motor vehicles MSK-16P and KO-560 for transportation of household wastes and sewage.
     The technical capacities of the complex allow to cover the needs of the seaport of Ust-Luga in ecological services until the support fleet base is put into operation to enable full development of the seaport.
     The oily waters (sludge, bilge waters, used oils), except ballast and cleaning waters, sewage, and gousegold wastes are transported to the treatment station, and then transferred to specialixed certified organizations for recycling/disposal.


     At the end of the year, no pollution of the water area and the territory of the seaports of Big Port of Saint Petersburg and Ust-Luga caused by the branch’s activities on collecting waste from vessels in these seaports was recorded.

III. Environmental protection during dredging


     In order to provide navigation safety and maintain the announced depths the North-Western Basin Branch conducts dredging works in the seaports of Big Port of Saint Petersburg, Vyborg, Ust-Luga, and Kaliningrad. The Branch takes special attention to the environmental protection.

     Big Port of Saint Petersburg

     In accordance with the requirements of environmental legislation the North-Western Basin Branch developed project documentation, “Environmental Feasibility Study for the Activities to Maintain Project Depths in Water Areas, Canals and Fairways of Seaport of Big Port of Saint Petersburg in 2016-2026”. Environmental feasibility has been coordinated with competent government agencies according to the established procedure and has a positive conclusion from the State Environmental Impact Assessment approved by Russian Federal Service for Supervision of Natural Resources Usage (Rosprirodnadzor) Order No 718 of November 14, 2016
     In the framework of the project, the FSUE "Rosmorport" North-Western Basin Branch carries out yearly maintenance dredging works in the water area of Big Port of Saint Petersburg.

     In 2022, the total volume of dredging in the seaport Big Port of Saint Petersburg amounted to 102.8 thousand cubic meters of excavated bottom soil.

     In 2023, the North-Western Basin Branch plans to carry out repair dredging works on the Approach Canal to the S-1 navigation facility (a new section of the Kronstadt Ship Fairway) and on the Saint-Petersburg Sea Canal with a total volume of 30 thousand cubic meters of excavated soil.

     This soil, which has been removed during the repair dredging operations, is planning to be buried in the undersoil sea dump located in the west of Tolbukhin Lighthouse in the water area of the seaport of Big Port of Saint Petersburg based on Allowance No 102M of January 27, 2017 issued by the Russian Federal Service for Supervision of Natural Resources Usage.

     Production environmental supervision is permanently executed during maintenance dredging works. As a result of supervision and chemical analysis of water and soil samples, no cases of exceeding the maximum allowable concentrations of pollutants in the area of dredging were elicited.

     For the purpose of reproduction of water bioresources to take compensatory measures during maintenance dredging operations in the water area of the seaport of Big Port of Saint Petersburg the Branch provides funds for rearing and fish production.

     In 2012-2022 the North-Western Basin Branch spent about 56.8 million rubles for production and release of almost 555.6 thousand young fishes of lake herring, lake char, Atlantic salmon and sea trout.

     In 2022, the North-Western Basin Branch spent 2.9 million rubles for production and release of 4.3 thousand young lake char.


     Seaport of Kaliningrad

     In accordance with the requirements of environmental law the North-Western Basin Branch has elaborated documentation on environmental feasibility of the economic activities carried out by the North-Western Basin Branch to maintain target depths in the water area of the seaport of Kaliningrad in 2015-2024.

     Under Order No 250 of July 31, 2015 Rosprirodnadzor Department for the North-Western Federal District approved a positive conclusion of the state environmental impact assessment on environmental feasibility of the economic activities for maintaining target depths in the water area of the seaport of Kaliningrad for the period of 2015-2016 (Phase 1) and for the period of 2017-2024 (Phase II) under Order No 143-pr of March 10, 2017.

 






     In 2022, the Kaliningrad Directorate of the North-Western Basin Branch carried out repair dredging works in the seaport of Kaliningrad in the amount of 0.9 million cubic meters of excavated bottom soil.

     In 2023, the Kaliningrad Directorate of the North-Western Basin Branch is planning to carry out repair dredging works in the water area of the Kaliningrad Sea Canal using its own dredging fleet. The total volume of dredging works is planned to reach almost 1.2 million cubic meters of excavated bottom soil.

     The burial of bottom soil removed during maintenance dredging operations in the water area of the seaport of Kaliningrad is made to the areas of burial of bottom soil north-west of (Area No 304) and south of entrance breakwaters of the Kaliningrad Seaway Canal with the total space of 376 ha pursuant to Rosprirodnadzor Resolution No 108M of May 11, 2017 that is valid from May 2017 to December 2024. Under documentation on ecological justification of the North-Western Basin Branch's activities on maintenance of design depths in the water area of the seaport of Kaliningrad in 2015-2024 removed bottom soil is placed at disposal islands located along the Kaliningrad Seaway Canal: piquet 130 (Dike No 3), piquet 214 (Dike No 6) and piquet 339 (Koroviy Peninsula).

 

     During dredging the Kaliningrad Department of the North-Western Basin Branch provides ecological monitoring of the chemical condition of the water facilities in order to assess the influence of dredging works on the water environment with the help of a licensed and certified analytical laboratory. Besides, the department conducts yearly ecological and technical supervision of works on soil extraction and its stocking to soil dumps.

    The results of environmental monitoring prove that the impact provided on the hydrochemical state of water bodies during the dredging operations is admissible and, however, does not exceed the existing background IP effect.

 





     In order to compensate for damage caused to aquatic biological resources by repair dredging, over 163 thousand whitefish juveniles were released into the Gulf of Finland of the Baltic Sea the Kaliningrad Directorate of the North-Western Basin Branch in 2018-2021. The expenses of the Kaliningrad Directorate for the compensatory measures amounted to 14.5 million rubles.

     In 2022, almost 143,000 whitefish juveniles with an average piece weight of 1.9 grams were released into the Curonian Lagoon of the Baltic Sea. The expenses of the Kaliningrad Directorate for the reproduction and release of whitefish juveniles amounted to 10 million rubles.


     Passenger Port of Saint Petersburg


     In accordance with the requirements of environmental legislation, the North-Western Basin Branch has developed a design documentation “Environmental Feasibility Study for the Activities to Maintain Project Depths in Water Areas, Canals and Fairways of Seaport of Big Port of Saint Petersburg in 2016-2026”, which envisage dredging works in the seaport of Passenger Port of Saint Petersburg as well. The environmental feasibility has been approved with competent state authorities in accordance with the established procedure and has a positive conclusion of the state environmental expertise approved by Rosprirodnadzor Order No. 718 dated 14.11.2016.

     In 2021-2022, the North-Western Basin Branch did not carry out repair dredging in the water area of the seaport of Passenger Port of Saint Petersburg.

     During dredging operations in 2020, the excavated soil was dumped into specially designated underwater dumps in accordance with the Department of Rosprirodnadzor for the North-Western Federal District permission No. 102-M dated 27.01.2017.

     In 2023, the North-Western Basin Branch does not plan to perform repair dredging in the water area of the seaport of Passenger Port of Saint Petersburg.

     When performing such work, the branch carried out continuous industrial environmental control and environmental monitoring of water bodies in the area of dredging, as well as monitoring of the impact on biological resources with the involvement of specialized professional organizations on a contractual basis.

     According to the observations, as well as chemical analysis of water and soil samples, no excess of the maximum permissible concentration of pollutants in the dredging area was detected.

     In order to reproduce aquatic biological resources for the implementation of compensatory measures during the production of repair dredging works in the water area of the seaport of Passenger Port of Saint Petersburg, the enterprise finances the work on the cultivation and release of fish.

     In 2018-2021, in order to compensate for the damage caused to aquatic bioresources by repair dredging in the water area of the seaport of Passenger Port of Saint Petersburg, the North-Western Basin Branch cultivated and released into Lake Ladoga more than 5.4 thousand specimens of juvenile lake char. The expenses of the branch amounted to more than 2 million rubles.


     Seaport of Ust-Luga 

 

     In accordance with the requirements of environmental legislation the North-Western Basin Branch has worked out project documentation, “Environmental Feasibility on the Economic Activities for Project Depths in Water Areas and Canals of Seaport of Ust Luga in 2016-2026”. The documentation has been coordinated with competent government agencies and received a positive conclusion from the State Environmental Impact Assessment approved by Russian Federal Service for Supervision of Natural Resources Usage (Rosprirodnadzor) Order No 656 of October 10, 2016.

     In 2023, the North-Western Basin Branch carried out repair dredging works in the seaport of Ust-Luga with a total volume of 172 thousand cubic meters of excavated soil.

     In 2022, the branch is planning to carry out repair dredging works in the water areas of:

     - the approach canal at the mouth of the Luga River;

     - the northern approach canal;

     - the southern approach canal;

     - approach canal to the sea terminal "Novaya Gavan-Ruchii"; 

     - liquefied hydrocarbon gases reloading complex.

     The total volume of repair dredging works at the facility will amount to 201.5 thousand cubic meters of excavated soil.     

     In accordance with Russia's Federal Service for Supervision of Natural Resources Usage (Rosprirodnadzor) Department for the North-Western Federal District Allowance No 97M of November 28, 2016 soil which has been removed during repair dredging operations, is dropped to special undersoil dumps.

     While carrying out such operations the branch performs permanent environmental monitoring of water facilities and the impact on biological resources by involving specialized organizations on a contract basis. The results of the environmental monitoring indicate that the impact on the hydrochemical composition of water bodies during dredging is acceptable and generally does not exceed the existing background values. Thus, in 2011-2021, the total volume of financing works for cultivation and release of almost 631.9 thousand two-year-old Atlantic salmon in the Keret River, Kandalaksha Bay, White Sea, and Neva River, Lake Ladoga reached 257.3 million rubles.

     In 2022, the expenses of the North-Western Basin Branch for the reproduction and release of 11.8 thousand Atlantic salmon in Neva River amounted to 9.1 million rubles.

 

     Within implementation of the Federal Target Program “Russian Transport System Development (2010-2024)”, in the seaport of Ust-Luga the Branch implements several investment projects related to the construction of underwater hydraulic structures. For all projects of facilities construction public hearings have been conducted and positive conclusions of the State Ecological and Construction Expertise Committees was received. In particular:

 

     - for construction of the second stage of operating water area of transshipping complexes in the northern part of the seaport of Ust-Luga. Materials on environmental impact assessment of the planned economic activity on the construction of the facility, presented to the public, have received no remarks following the results of public hearings and have been approved by decision of the Municipality Administration “Kingisepp Municipal District” of the Leningrad region dated 20.02.2008 No. 216. In the established order, the design documentation also received positive conclusion of the Expert Commission of the State Ecological Expertise Committee, approved by Rostekhnadzor Order No. 833 dated 22.10.2008. In accordance with the requirements of the town planning legislation, the design documentation was submitted to the FSI “Glavgosekspertiza of Russia” for consideration by the State Expertise Committee, following results of which it has received positive conclusion dated 04.02.2009 No. 049-09/SPE- 0087/02, approved by the Saint Petersburg branch of FSI “Glavgosekspertiza of Russia”.      - for construction of operating water area with approach channel under the joint investment project with Uts-Luzhskoye PTK, LLC on creating a complex for transshipment for the export of heavy distillates with design capacity of more than 1.5 million tons in the seaport of Ust-Luga. In the prescribed order, the design documentation received positive conclusion of the State Expertise Committee dated 03.12.2015, approved by Rosprirodnadzor Department for the Central Federal District Order No. 142-E dated 03.12.2015. Currently, the design documentation is submitted to FAI “Glavgosekspertiza of Russia” State Expertise Committee for design documentation and engineering surveys results for consideration. In case of receiving positive conclusions of the State Expertise Committee, as well in case of allocation of necessary funding, the start of the construction and installation works is planned for 2025.

 

     -  for construction of a navigable water area and aids to navigation of the sea terminal for transshipment of mineral resources with the capacity of 7 million tons. The developed design documentation and the planned activity environmental impact assessment (EIA) were submitted by the project organization for public hearings. According to their results (Resolution of the Administration of the Municipality of Kingisepp Municipal District of the Leningrad Region No. 3179 dated 14.12.2016) materials of the design documentation, including EIA materials, were approved. According to the established procedure, the design documentation was submitted for consideration by the state ecological expertise. Based on the results of the review, a positive conclusion of the state environmental expertise No. 299 of 17.10.2017 was received, approved by the Department of Rosprirodnadzor in the North-Western Federal District order No. 564-PR dated 24.10.2017. The design and construction documents and the results of engineering surveys were submitted for consideration by FAI "Glavgosekspertiza of Russia". According to the results of consideration of the submitted materials, a negative conclusion of the state expertise No. 47-1-2-3-022306-2019 dated 23.08.2019, approved by FAI “Glavgosekspertiza of Russia”, was received. Taking into account the elimination of detected comments of FAI “Glavgosekspertiza of Russia”, design and estimate documentation was re-submitted for consideration of the state expertise. According to the results of its consideration, a positive conclusion of the repeated state examination No. 00198-20/SPE-18764/701 dated 02.06.2020, approved by FAI “Glavgosekspertiza of Russia”, was received. The finalized design documentation was re-submitted for consideration by the state expertise, following the review of which it received a positive conclusion dated 04.22.2022 No. 47-1-1-2-025127-2022, approved by the FAI “Glavgosekspertiza of Russia”, confirming the compliance of the changes made with the results of engineering surveys, the design assignment, the requirements of technical regulations and the reliability of determining the estimated cost of the facility. In case of obtaining a construction permit and allocating the necessary funding, the start of construction and installation work at the enterprise’s facilities is scheduled for June 2023.

     Due to changes in the market value of dredging work during the period of design and approval of the documentation, the design and estimate documentation required appropriate adjustments, including changes in the types of dredging equipment expected to be used during the execution of the work. Appropriate adjustments have been made to the design and estimate documentation in the prescribed manner. Due to the results of consideration, the project documentation and the results of engineering surveys received a positive conclusion of the state expertise dated 14.04.2022No. 47-1-1-3-022550-2022, approved by FAI “Glavgosekspertiza of Russia”, on their compliance with the results of engineering surveys, the requirements of technical regulations, assessing the compliance of project documentation with established requirements, verifying the reliability of determining the estimated cost. Based on the positive conclusions of state expertise, Rosmorrechflot issued permission dated 27.05.2022 No.47-RU47507302-ZD-39/42-2022 for the construction of federal property. For more information on the progress of the project see "Port Infrastructure Facilities".

 

     - for construction of the operational water area of berth No. 1A of the universal marine terminal for transshipment of general and bulk cargo as part of a joint investment project with an investor company. The developed design documentation, including documents on environmental impact assessment during the implementation of the planned activity, was submitted to public hearings in compliance with the established procedure. According to the results of the hearings (resolution No. 719 dated 31.03.2021 taken by the administration of the Kingisepp Municipal District of the Leningrad Region), it was decided to recommend that the design company summarize, analyze and take into account all comments and suggestions received during the public hearings when finalizing the design documentation. The revised design documentation, re-submitted for consideration by the state environmental assessment, received a positive conclusion No. 47-1-02-1-07-0110-21, approved by the order of the Black Sea-Azov Maritime Department of Rosprirodnadzor No. 548-O dated 10.12.2021. Currently, the design and construction documents and the results of engineering surveys in the prescribed manner submitted for review by FAI “Glavgosekspertiza of Russia”. In case of positive conclusions of state examinations and the allocation of necessary funding, the start of construction and installation work is scheduled for the 4th quarter of 2022.

 

     - for construction of a universal trading terminal “Ust-Luga” for transshipment of bulk, grain and general cargo with a capacity of 24.3 million tons per year in the seaport of Ust-Luga. Materials on environmental impact assessment during the implementation of the planned activity on construction of the facility, submitted to public consideration, the developed design documentation, including documents on environmental impact assessment during the implementation of the planned activity, were submitted to public hearings in compliance with the established procedure. According to the results of the hearings (resolution No. 3027 of December 27, 2019 taken by the administration of the Kingisepp Municipal District of the Leningrad Region), it was decided to recommend that the project organization summarize, analyze and take into account all comments and suggestions received during the public hearings when finalizing the design documentation. The design documentation finalized in accordance with the public hearings, as well as the results of engineering surveys were submitted in compliance with the established procedure for consideration by the state environmental expertise. Based on the results of the consideration, a positive conclusion was received from the expert commission of the state environmental expertise of June 4, 2020, approved by the Rosprirodnadzor order No. 632 of June 8, 2020. Based on the results of the consideration of the state environmental expertise, the design documentation and the results of engineering surveys were submitted for consideration to FAI “Glavgosexpertiza of Russia”, where they received a positive conclusion of the state expertise No. 47-1-1-3-037679-2020 of August 11, 2020, approved by FAI “Glavgosexpertiza of Russia”, on their compliance with the results of engineering surveys, the requirements of technical regulations, assessment of compliance of design documentation with the established requirements, verification of the reliability of determining the estimated cost. In December 2020, the Neva-Ladoga Basin Water Administration of Rosvodresursy issued a decision No. 00-01.03.00.007-M-RBBV-T-2020-05922/00 dated 08.12.2020 to the enterprise to provide a water body for use for dredging, blasting, drilling and other works related to changing the bottom and banks of water bodies, valid until August 31, 2023, and Rosprirodnadzor issued permission No. 227M dated December 24, 2020 for the disposal of bottom soil extracted during dredging in inland sea waters and the territorial sea of the Russian Federation. Based on the positive conclusions of state examinations, Rosmorrechflot issued permits No. 47-RU47507300-ZD-39/25-2021 of May 25, 2021 (first stage), No. 47-RU47507300-ZD-39/26-2021 of May 25, 2021 (second stage), No. 47-RU47507300-ZD-39/27-2021 of May 25, 2021 (third stage) for the construction of federal property objects.

 

     Seaports of Vyborg and Vysotsk 

 

     In accordance with the requirements of environmental legislation, the North-Western Basin Branch has developed a design documentation “Environmental justification of economic activities to maintain project depths in the waters, canals and fairways of the seaports of Vyborg and Vysotsk in 2017-2027”. The environmental justification has been approved in accordance with the established procedure with the competent state authorities and has a positive conclusion of the state environmental expertise approved by Rosprirodnadzor Order No. 13-E dated 19.12.2017. As part of this project, the FSUE “Rosmorport” North-Western Basin Branch is carrying out repair dredging operations in the waters of the seaports of Vyborg and Vysotsk.

     In 2022, the total volume of dredging works in the seaports of Vyborg and Vysotsk is amounted to 3.4 thousand cubic meters of excavated bottom soil. The works were carried out in the seaport of Vyborg at the facility "Vyborg-Vysotsk Canal" and in the water area of the seaport of Vysotsk.

     In 2023, the North-Western Basin Branch does not plan to carry out dredging works in the waters of the seaports of Vyborg and Vysotsk.

     The soil, extracted during repair dredging in 2018, was dumped in an underwater marine dump in the area of Gruzny Island on the basis of a permit No. 129M dated 07.03.2018 issued by Rosprirodnadzor.

     When doing repair dredging, industrial environmental control is constantly carried out. According to the observations, as well as chemical analysis of water and soil samples, no excess of the maximum permissible concentration of pollutants in the dredging area in 2018 was detected.

     In order to reproduce aquatic biological resources as compensatory measures during the production of repair dredging in the waters of the seaports of Vyborg and Vysotsk, the enterprise finances the work on the cultivation and release of fish. Due to the lack of dredging in 2020-2021, last year the North-Western Basin Branch did not reproduce and release juvenile fish. In 2023 the North-Western Basin Branch plans to reproduce and release juvenile fish in order to carry out compensatory measures during dredging in the seaports of Vyborg and Vysotsk in 2022.


     When performing a complex of dredging works for construction of the above said underwater hydraulic constructions, the contracted organizations involved by the North-Western Basin Branch use modern dredging vessels which minimize the negative impact on the environment, which generally related to increase of suspended particles concentration in the water bodies. In order to prevent additional increase of suspended particles concentration in water, the following measures are taken on the working site:

     - during operation of drag dredgers, soil is removed by layers of optimal thickness, and the end of the soil tray is lowered as low as possible to the surface of the water in the hold of the barge to avoid spilling and splashing;

     - barges unloading at the underwater dump is performed only after their full stop (while adrift), and their filling is performed without overflow.

     During dredging the contractors provide constant production ecological control of water bodies in the areas of dredging.
 

IV. Environmental protection during construction/reconstruction of port infrastructure facilities


     One of the main activities of the North-Western Basin Branch is implementation of federal investment programs, as well as capital investments of FSUE “Rosmorport”, aimed at development of federal facilities of port infrastructure and fleet in the seaports Big Port of Saint Petersburg, Vyborg, Vysotsk, Kaliningrad, Passenger Port of Saint Petersburg, Primorsk and Ust-Luga.

     In this direction, the North-Western Basin Branch implemented dozens of investment projects within construction customer functions performance. Design documentation for all the projects was developed in strict compliance with normative and requirements of the Russian Federation Legislation in the field of environment protection. Public hearings were held in the established order and positive conclusion of the State Ecological and State Expertise Committees were received.


     Currently, the North-Western Basin Branch implements the following projects aimed at port infrastructure facilities development:


     - project of construction of berth No. 88 in the seaport Big Port of Saint Petersburg. Public hearings were held on 08.05.2009 in accordance with the established order in the building of the Administration of the Kirovsky district of Saint Petersburg, following the results of which no comments and objections were expressed on the project. In accordance with the requirements of the environment protection legislation, the design documentation was submitted to the Expert Commission of the State Ecological Expertise Committee for consideration, following results of which it has received positive conclusion No. 2 dated 06.04.2010, approved by the Saint Petersburg Department of Rostekhnadzor Order No. 368-EZ dated 13.04.2010. In accordance with the requirements of the town planning legislation, the design documentation was submitted to the State Expertise Committee for consideration, following results of which it received positive conclusion No. 993-10/GGE- 7022/04 dated 18.10.2010, approved by the FSI “Glavgosekspertiza of Russia”. Information on the implementation of the project is available in the section, “Port Infrastructure Facilities”.

 

     - project for reconstruction of berths No. 12, 13, 14, bank protection of the Gutuevsky boot basin and the Gutuevsky boot basin of the seaport of Big Port Saint Petersburg. The design documentation, developed by a specialized organization through the established procedure, and the results of engineering surveys received a positive conclusion of the state examination No. 054-17/SPE-4147/02 of February 27, 2017, including an environmental examination issued by the Saint Petersburg branch of FAI “Glavgosexpertiza of Russia”, and a positive conclusion of the state examination verifying the reliability of the estimated cost of the capital construction object No. 271-17/SPE-4147/05 of August 10, 2017, issued by the Saint Petersburg branch of FAU “Glavgosexpertiza of Russia”.

 

     - “Olgino” automated radio technical post construction project in the seaport Big Port of Saint Petersburg VTS in order to expand the vessels movement radar control area in the VTS coverage area in connection with the start of heavy traffic of passenger vessels in the seaport of Passenger Port of Saint Petersburg and the planned opening of the vessel traffic through the S-2 navigation pass construction, and the change in vessels routes in the Neva Bay. In the prescribed order the design documentation received positive conclusion No. 1062-13/GGE-8796/09 dated 08.11.2013 of the state construction expertise, including the state ecological expertise, issued by FAI “Glavgosekspertiza of Russia”. In order to bring the design solutions in line with the requirements for VTS facilities established by the order of the Ministry of Transport of Russia No. 226 of 23.07.2015, the enterprise carried out revision (redesign) of the design documentation. Based on the results of the redesign, a positive conclusion No. 78-1-1-3-026265-2021 dated 24.05.2021 of the state construction expertise of design documentation and engineering survey results, as well as validation of the estimated cost of the facility of capital construction was received, approved by FAI "Glavgosekspertiza of Russia".

 

     - project of construction of the providing fleet base in the seaport of Ust-Luga. The preliminary materials on environmental impact assessment of the planned economic activity on the construction of the facility, presented to the public, have received no remarks following the results of public hearings held on 03.07.2009, protocol of which was approved by order of the head of the Municipality Administration “Kingisepp Municipal District” No. 2789 dated 29.07.2009. In the established order, the design documentation also received positive conclusion of the State Expertise Committee No. 353-11/GGE-7390/04 dated 14.04.2011, issued by FSI “Glavgosekspertiza of Russia” which also carried out Ecological Expertise Committee’s assessment of the project. Due to the suspension in 2017 of construction and installation works on the project in order to complete the construction of facilities, as well as to bring the design documentation developed in 2008 into line with the changes in the urban planning legislation, a decision was made to redesign the facility. The developed new design and estimate documentation and the results of engineering surveys are submitted in the prescribed manner for consideration to FAI “Glavgosekspertiza of Russia”. Based on the results of their consideration, a positive conclusion of the state expertise dated 12.01.2022 No. 47-1-1-3-000757-2022, approved by FAI “Glavgosekspertiza of Russia”, was received. Taking into account the presence of a positive conclusion of the state expertise, Rosmorrechflot issued a construction permit dated 12.08.2022 No.47-RU47407202-ВС-39/60-2022 instead of the previously issued permit dated 03.21.2012 No. AD-39/09. Currently, the enterprise is carrying out organizational and technical measures to select a contractor on a competitive basis to complete the construction. Subject to obtaining a construction permit, it is planned that construction and installation work on the project will resume in the 2nd quarter of 2023.

 

     - international sea terminal construction project for receiving cruise and cargo-passenger vessels in the area of the city of Pionersky of the Kaliningrad Region with maximum passenger traffic over 6.7 thousand people a day, and maximum cargo traffic of 812 units of cars and cargo transport a day. Currently, the design organization is carrying out engineering surveys and design. In April and May of 2016, public discussions of design documentation materials, including assessment of the impact of planned economic and other activities on the environment, were held in Pionersky and Zelenogradsk City Districts in accordance with the established procedure. According to the results of the discussions, the project implementation was generally approved (Pionersky City District Municipality Administration protocol dated 04.05.2016 and Zelenogradsk City District Municipality Administration protocol dated 05.05.2016) with recommendations to take into account comments and suggestions when finalizing the design documentation materials including environmental impact assessment. The finalized design documentation and results of engineering research submitted to the State Ecological Expertise for consideration received positive conclusion No. 24-E dated 12.08.2016 for project documentation, approved by the Directorate of Rosprirodnadzor in the Kaliningrad Region, on their compliance with environmental requirements of the Russian legislation in the field of environmental protection. The design documentation and the results of engineering surveys received a positive conclusion of the State Expertise dated 29.12.2016 No. 1482-16/GGE-10751/04, approved by FAI “Glavgosekspertiza of Russia”. According to the established procedure, Rosmorrechflot granted permission for creation of artificial land plot No. 1, for creation of land plot No. 2 and for construction of marine terminal facilities to FSUE “Rosmorport” by permit No. 39-RU39303000-NZh-39/53-2017 of November 13, 2017 (extended until September 30, 2024), permit No. 39-RU39303000-NZh-39/54-2017 of November 13, 2017 (extended until September 30, 2024), and permit No. 39-RU39303000-NZh-39/55-2017 of November 13, 2017 (extended until September 30, 2024) correspondingly.

     Following the necessity to clarify the design solutions and technical and economic indicators for the construction of the passenger terminal building, which appeared partly because of changes in the requirements for the design and technical equipment of checkpoints across the state border of the Russian Federation and changes in transport safety requirements, as well as the necessity to clarify the design solutions for onshore support buildings and hydraulic engineering structures, it was decided to redesign the project. With the redesign being successfully completed, public discussions of the revised design documentation, including assessment of the environmental impact of planned economic and other activities, were held in Pionersky and Zelenogradsk City Districts of the Kaliningrad Region. In accordance with the discussions (Pionersky City District Municipality Administration protocol dated 30.11.2020 and Zelenogradsk City District Municipality Administration protocol dated 15.12.2020), the submitted documents were generally approved. The updated design documentation and the results of engineering surveys were submitted for consideration to the state ecological expertise and received a positive conclusion from the expert committee of the state ecological expertise of the project documentation dated 09.06.2020, approved by the order of Black Sea and Azov Sea Department of Rosprirodnadzor No. 230-O dated 15.06.2021, confirming their compliance with the ecological requirements of the Russian environmental legislation. The updated design and construction documentation and the results of engineering surveys, submitted to FAI “Glavgosekspertiza of Russia”, in due course received a positive conclusion of the repeated main state expertise No. 39-1-1-3-003971-2022 dated 27.01.2022, approved by FAI “Glavgosekspertiza of Russia”.

     In January 2022, in accordance with the supplementary agreement dated 30.12.2021 No. 2 to the state contract dated 24.09.2021 No. 338/OPED-21, all rights and obligations under it were transferred from FSUE “Rosmorport” to FKU “Rostransmodernizatsiya”. FSUE “Rosmorport”, within the framework of this investment project, currently performs the functions of a state customer for the construction of a passenger terminal building, storm sewers, a 50 m high radio relay mast to accommodate communication and navigation equipment and transport security facilities of the sea terminal.

 

     - project for VTS reconstruction in the seaport of Kaliningrad. The design documentation was submitted to FAI “Glavgosekspertiza of Russia” for state expertise. However, due to changes in the requirements of Russian legislation regulating the activities of VTS facilities, the design documentation was returned from FAI “Glavgosexpertiza of Russia“ for revision. Following the successful completion of the redesign work, the results of engineering surveys and design documentation were re-submitted for consideration to FAU “Glavgosexpertiza of Russia“. The design documentation and engineering survey results, including the reliability of the estimated cost determination, received a positive conclusion of the state expertise dated 12.10.2020 No. 39-1-1-3-050881-2020, approved by FAI “Glavgosexpertiza of Russia“. Based on the positive conclusion of the state expertise, the Agency for Architecture, Urban Planning and Perspective Development of the Kaliningrad Region issued permission No. 39-RU39320000-575-2021 dated August 24, 2021 for the construction of facilities.


     Activities in the field of environment protection during construction and installation works, related to construction of port facilities, are carried out in the following directions:
     a) in the field of ambient air protection:

          - control of compliance with standards of harmful substances in exhaust gases emission during operation of construction equipment and mechanisms operating on internal combustion engines;

          - monitoring of compliance with time schedule of works when using construction equipment with internal combustion engines;

          - using of specialized devices for gas fueling of construction machinery in order to avoid fuel vapor emissions into the atmosphere.

     b) in the field of water bodies protection:

          - observance of construction and installation works conduction technologies precluding discharge of pollutants into the Gulf of Finland;

          - equipping spaces for parking of vehicles with hard surface, and places of location of power units with sealed trays precluding the possibility of flowing of leaks of fuel and oil products in water bodies;

     c) in the field of territories protection from pollution:

          - control of good condition of the operated construction and road machinery during construction and installation works;

          - prevention of cases of going outside construction site of faulty and dirty machinery;

          - rational use of material resources used during reconstruction of facilities, reduction of construction waste volumes;

          - storage of construction waste in strictly designated areas, timely trash disposal for its further recycling.

          - strict adherence to the land boundaries allocated for construction and installation works.

 

     In the medium-term perspective, the North-Western Basin Branch is going to implement the following projects:


    Seaport of Kaliningrad 

 

     - reconstruction project of the facility “Bank protection of the northern bank of the canal” in the seaport of Kaliningrad. The results of engineering surveys and the design documentation in the prescribed manner received a positive conclusion of the expert commission of the state ecological expertise dated 18.03.2020, approved by order of the North-Western Interregional Directorate of Rosprirodnadzor dated 26.03.2020 No. 165-pr. The design documentation and the results of engineering surveys submitted to FAI “Glavgosexpertiza of Russia” also received a positive conclusion of the state examination dated 03.08.2020 No. in the USRZ 39-1-1-3-035780-2020, approved by FAI “Glavgosexpertiza of Russia”. Subject to the allocation of the necessary funding, the start of construction and installation work is scheduled for the 2026.


V. Environmental protection expenses od the FSUE "Rosmorport" North-Western Basin Branch


     Total expenses of the North-Western Basin Branch on implementation of activities of environment protection in 2022 amounted to 128 mln rubles, including payments for negative impact on the environment.

VI. Environmental protection activities prospects


     The North-Western Basin Branch plans to reinforce its activities in the field of environmental protection. The main tasks for the branch in this field for the next few years will be:

  • development of energy and resource saving programs, introduction of modern energy and resource saving technologies;
  • reinforcement of production ecological monitoring;
  • improvement of the ecological management in the North-Western Basin Branch;
  • improving the quality of providing environmental services to vessels in the seaports of Big Port of Saint Petersburg and Ust-Luga for the collection of vessels waste through the construction of a new ice-class bilge water collector with a larger tanks capacity and technical capabilities for primary water treatment.
