     Major ecological activities of the FSUE “Rosmorport” Azovo-Chernomorsky Basin Branch, formed in 2011 on the basis of Eysk, Novorossiysk, Taman, and Tuapse Branches, are the following:
     - to decrease negative impact on the environment caused by operational activity of the branch; 
     - to observe environmental legislation and environmental quality standards;
     - to control the implementation of environmental protection measures implemented by the branch.
     The Azovo-Chernomorsky Basin Branch carries out its ecological activities in accordance with annual plans on environment protection activities for the departments and the branch in general, prepared and implemented in accordance with the Russian Federation legislation.
     For these purposes the Azovo-Chernomorsky Basin Branch staff includes department with employees, who are engaged in controlling observance by the branch ecological legislation of the Russian Federation, performing ecological monitoring during industrial activities in corresponding seaports.
     All such employees of the Azovo-Chernomorsky Basin Branch have appropriate qualification in the field of environmental protection and rational use of natural resources and relevant working experience of not less than 3 years.


     I. Environment protection during operating


     In accordance with the requirements of the environmental legislation of the Russian Federation, facilities that have a negative impact on the environment must be registered in the federal government register.

     As of 01.01.2021, all 27 area facilities operated by the Azovo-Chernomorsky Basin Branch have been registered in the federal state register. All facilities belong to the III category of facilities that have an insignificant negative impact on the environment.

     The Azovo-Chernomorsky Basin Branch takes the following environmental protection measures during current economic activities.


     1. Air Protection 


     To perform its activities the Azovo-Chernomorsky Basin Branch has in its disposal vessel of auxiliary fleet and motor vehicles. Industrial inspection on the enterprise includes, among other things, regular monitoring of air pollution by motor vehicles and emission of burnt gazes from marine engines with the help of involved laboratories.  
     All vehicles and equipment of the branch undergo routine inspections and repairs in order to maintain their operational characteristics within the established parameters.  
     The Azovo-Chernomorsky Basin Branch also utilizes stationary sources of air pollutants emission: boiler-house and stand-by diesel generators, located in seaports of Novorossiysk (diesel generators) and Tuapse (boiler-house).
     In accordance with the environmental legislation a project on pollutants emission limits has been prepared. On the basis of this project the following permissions have been obtained:
     - of 20.11.2017 No. V669, approved by order of the Office of the Federal Service for Supervision of Natural Resources (Rosprirodnadzor) for the Krasnodar Territory and the Republic of Adygea of 20.11.2017 No. 11-28/669, valid until 19.11.2024;

     - of 21.11.2018 No. V510, approved by order of the Interregional Office of the Federal Service for Supervision of Natural Resources (Rosprirodnadzor) for the Krasnodar Territory and the Republic of Adygea of 21.11.2018 No. 06-28/510, valid until 20.11.2025.

     In order to monitor compliance with the standards for maximum permissible emissions of harmful (pollutant) substances into the air, the Azovo-Chernomorsky Basin Branch, involving specialized laboratories, regularly carries out instrumental monitoring of emissions of harmful (pollutant) substances from stationary sources of emissions and opacity of exhaust gases of vessel engines.

     To ensure compliance with the established parameters for air pollution emissions, all equipment and vehicles of the branch undergo regular repair and maintenance.

     In order to reduce air pollution from stationary sources the branch has moved from solid fuel (coal), used in the boiler-house, to natural gaz. This has reduced significantly the volume of air pollutants. Diesel generators are used only in cases of power outage, due to which they are used for cold stand-by.    

 

     2. Water Protection 


     To perform its activities, the Azovo-Chernomorsky Basin Branch utilizes marine water facilities within the boundaries of the water areas of the seaports of Anapa, Gelendzhik, Eysk, Kavkaz, Novorossiysk, Temryuk and Tuapse.

     As required by the water legislation of the Russian Federation, the following decisions on providing a water body for use were received in accordance with the established procedure for cases of using water bodies by the Azovo-Chernomorsky Basin Branch:

     - of 06.11.2015 No. 00-06.03.002-М-RBBV-T-2015-02946/00 on providing a water body for use in the Black Sea (underwater soil dump No. 927) for dredging, blasting, drilling and other work that concerns changing the bottom and banks of surface water bodies, with an area of ​​0.04 square kilometers, issued by the Kuban Basin Water Administration, valid until July 1, 2021;

     - of 06.08.2018 No. 00-06.03.00.001-М-RBBV-Т-2018-04512/00 on providing a water body for use in the Black Sea (underwater soil dump) for dredging, blasting, drilling and other work that concerns changing the bottom and banks of surface water bodies, with an area of ​​1.3 square kilometers, issued by the Kuban Basin Water Administration, valid until December 31, 2027;

     - of 20.04.2018 No. 00-06.03.00.001-М-RBBV-Т-2018-04326/00 for dredging, blasting, drilling and other work that concerns changing the bottom and banks of surface water bodies in the south-western part of the Taman Peninsula, with an area of ​11.00 square kilometers, issued by the Kuban Basin Water Administration, valid until February 12, 2028;

     - of 14.05.2018 No. 00-06.02.00.021-М-RBBV-Т-2018-04365/00 for dredging, blasting, drilling and other work that concerns changing the bottom and banks of surface water bodies in the Sea of Azov (Temryuk Region), with an area of ​24.02 square kilometers, issued by the Kuban Basin Water Administration, valid until March 20, 2028;

     - of 27.06.2018 No. 00-21.02.00.004-М-RBBV-S-2018-00647/00 for dredging, blasting, drilling and other work that concerns changing the bottom and banks of surface water bodies in the Sea of Azov (Republic of Crimea), with an area of ​24.2 square kilometers, issued by the Ministry of Ecology and Natural Resources of the Republic of Crimea, valid until February 12, 2028;

     - of 08.11.2018 No. 00-06.01.00.001-М-RBBV-Т-2018-07334/00 for dredging, blasting, drilling and other work that concerns changing the bottom and banks of surface water bodies in the section of the Gulf of Taganrog of the Sea of Azov, with an area of ​1.176 square kilometers, issued by the Kuban Basin Water Administration, valid until December 31, 2028;

     - of 29.05.2019 No. 00-06.03.00.001-М-RBBV-Т-2019-07754/00 for dredging, blasting, drilling and other work that concerns changing the bottom and banks of surface water bodies in the Black Sea, with an area of 0.51 square kilometers, issued by the Kuban Basin Water Administration, valid until December 31, 2028;

     - of 17.02.2020 No. 00-06.03.00.001-М-RBBV-Т-2020-08230/00 for dredging, blasting, drilling and other work that concerns changing the bottom and banks of surface water bodies in the Black Sea, with an area of 0.895 square kilometers, issued by the Kuban Basin Water Administration, valid until December 31, 2021;

     - of 17.02.2020 No. 00-06.03.00.001-М-RPBV-Т-2020-08231/00 for the construction and reconstruction of a hydraulic structure in the seaport of Gelendzhik, with an area of ​​0.2613 square kilometers, issued by the Kuban Basin Water Administration, valid until December 31, 2021;

     - of 31.03.2020 No. 00-06.03.00.001-М-RPBV-Т-2020-08305/00 for the construction and reconstruction of a hydraulic structure in the water area of the seaport of Novorossiysk along Western Pier, with an area of ​​0.015 square kilometers, issued by the Kuban Basin Water Administration, valid until September 1, 2021;

     - of 06.10.2020 No. 00-06.03.00.003-М-RSHB-Т-2019-07460/01 for discharging wastewater into the Black Sea (city of Sochi), issued by the Kuban Basin Water Administration, valid until December 31, 2028;

     - of 16.10.2020 No. 00-06.03.00.003-М-RBBV-Т-2020-08587/00 for dredging, blasting, drilling and other work that concerns changing the bottom and banks of surface water bodies in the Black Sea, with an area of 0.52 square kilometers, issued by the Kuban Basin Water Administration, valid until December 31, 2030;

     - of 27.10.2020 No. 00-06.01.00.001-М-RPBV-Т-2020-08617/00 for the construction and reconstruction of a hydraulic structure in the Sea of Azov (seaport of Eysk), with an area of ​​0.0292 square kilometers, issued by the Kuban Basin Water Administration, valid until December 31, 2021.

     In accordance with the terms of the decisions on providing a water body for use and the programs for conducting regular observations of water bodies and the water protection zone approved by the Kuban Basin Water Administration of Federal Water Resources Agency and the Ministry of Ecology and Natural Resources of the Republic of Crimea, the Azovo-Chernomorsky Basin Branch, involving certified laboratories, carries out collection and analysis of samples from water bodies, used by the branch. Analytical control data and reports on the implementation of water protection measures are provided as prescribed to the Kuban Basin Water Administration of Federal Water Resources Agency, the Ministry of Ecology and Natural Resources of the Republic of Crimea and the State Committee for Water Resources and Land Reclamation of the Republic of Crimea.

     Based on the results of last year, no cases of pollution of water bodies used by the Azovo-Chernomorsky Basin Branch were recorded.

     Besides, within the framework of the concluded agreements for the lease of the enterprise’s berths in the seaports of the Krasnodar Territory, the Azovo-Chernomorsky Basin Branch carries out production control over the tenants’ compliance with the requirements in the field of protecting water bodies from pollution during the operation of the leased port infrastructure facilities that interact with the aquatic environment. 

 

     3. Land Protection 


     In order to prevent littering and pollution of its territory, the Azovo-Chernomorsky Basin Branch carries out the following activities:
     - regular collection and disposal of garbage;
     - equipping warehouses in accordance with the environmental legislation requirements; 
     - control over activities of lessees in order to ensure regular disposal of garbage.


     4. Wastes disposal

 

     The Azovo-Chernomorsky Basin Branch and its departments constantly take measures aimed at reducing the impact of waste generated during the branch’s activities on the environment. For this purpose, the branch has organized places for accumulation (temporary storage) of waste as required, keeps records of the volume of waste generated and controls the regularity of their removal for utilization (disposal). In all separate subdivisions of the Azovo-Chernomorsky Basin Branch there are persons responsible for waste management who have undergone training and have appropriate certificates confirming their qualification.

     In accordance with the environmental legislation of the Russian Federation, draft standards for waste generation and limits on their disposal have been developed for each department of the Azovo-Chernomorsky Basin Branch and, on their basis, the branch received:

     - standards for waste generation and limits for their disposal of 27.01.2016 No. O32, approved by order of the Office of the Federal Service for Supervision of Natural Resources (Rosprirodnadzor) for the Krasnodar Territory and the Republic of Adygea of 27.01.2016 No. 16-27/49, valid until January 26, 2021;

     - standards for waste generation and limits for their disposal of 20.12.2017 No. O816, approved by order of the Office of the Federal Service for Supervision of Natural Resources (Rosprirodnadzor) for the Krasnodar Territory and the Republic of Adygea of 20.12.2017 No. 11-27/1087, valid until December 19, 2022;

     - standards for waste generation and limits for their disposal of 13.12.2017 No. O779, approved by order of the Office of the Federal Service for Supervision of Natural Resources (Rosprirodnadzor) for the Krasnodar Territory and the Republic of Adygea of 13.12.2017 No. 11-27/1042, valid until December 12, 2022;

     - standards for waste generation and limits for their disposal of 21.11.2018 No. O752, approved by order of the Office of the Federal Service for Supervision of Natural Resources (Rosprirodnadzor) for the Krasnodar Territory and the Republic of Adygea of 21.11.2018 No. 06-27/1015, valid until November 20, 2023.

 

     The Azovo-Chernomorsky Basin Branch keeps constant records of the volumes of waste generated during current activities of the branch, develops action plans to reduce the amount of waste generation and disposal, to ensure compliance with the rules and regulations of general requirements for waste management, and also exercises control in the field of environmental protection for compliance with standards and requirements for the supervision of safe waste management, compliance with action plans, emergency measures to eliminate accidents when handling waste, control over places of its temporary storage and the frequency of its removal for processing or disposal.

     The waste generated in the branch belongs to hazard classes I-V. The waste of the first and second hazard classes make 0.1% of the total waste of the Azovo-Chernomorsky Basin Branch.

     Every year, the Azovo-Chernomorsky Basin Branch, as required, concludes contracts with specialized enterprises that have appropriate licenses for handling hazardous waste, to provide services for the collection, transportation, utilization and disposal of generated waste. In particular, waste of the first and second hazard classes, such as used mercury lamps, acid and alkaline batteries, is sent to specialized enterprises, where they are neutralized and processed. Waste of the third hazard class (various oils, bilge and oil-containing waters generated as a result of the operation of vessels and floating craft of the branch) is also sent to specialized organizations for neutralization and disposal. Solid household waste is transported to the city waste sorting complex, while sewage and blackwater enter the city sewer systems.

     5. Elimination of emergencies


     In accordance with the established procedure, the Azovo-Chernomorsky Basin Branch, on a contractual basis, engages professional emergency rescue teams to provide emergency rescue readiness to eliminate oil spills in case of emergencies.

     In order to ensure readiness for effective elimination of emergencies, the Azovo-Chernomorsky Basin Branch implements measures to train its employees’ practical skills of utilization of technical means in various situations. For instance, the following trainings are held on constant basis:

     - training for organization of use of specific technical means for elimination of emergency situations;

     - complex training with practical use of specific technical means for elimination of emergency situations on water;

     - command field training with working off control, communication and interaction issues.

     Trainings are held both by the Azovo-Chernomorsky Basin Branch itself, and by engaging specialized professional companies on contractual basis.

 

     II. Ecological Activities while Dredging


     In order to ensure the navigation safety and maintain the declared depths, the Azovo-Chernomorsky Basin Branch carries out dredging work in the seaports of Eysk, Novorossiysk, Kavkaz, Temryuk, Taman and Tuapse. The Azovo-Chernomorsky Basin Branch pays special attention to environmental protection during dredging.

 

     Seaport of Eysk

 

     As required by the environmental legislation, the Azovo-Chernomorsky Basin Branch has developed the design documentation “Project for repair dredging on the approach canal and in the water area of ​​the seaport of Eysk for 2018-2028”. The design documentation has been duly agreed with the relevant government authorities and has a positive conclusion from the state environmental expertise, approved by order of the Chernomoro-Azovsky Marine Department of the Federal Service for Supervision of Natural Resources (Rosprirodnadzor) of 21.09.2018 No. 137-O.

     As part of this project, the FSUE “Rosmorport” Azovo-Chernomorsky Basin Branch annually carries out repair dredging in the water area of ​​the seaport of Eysk.

     In 2020, the total volume of dredging work in the seaport of Eysk amounted to 141.9 thousand cubic meters of extracted bottom soil.

     In 2021, the branch plans to carry out repair dredging in the seaport of Eysk on the approach canal and in the water area of ​​the seaport with a total volume of up to 100 thousand cubic meters of soil.

     The soil, extracted during repair dredging, is being disposed of in an underwater sea dump located in the Gulf of Taganrog of the Sea of ​​​​Azov, area of ​​marine deposit No. 959, on the basis of permit of 14.10.2018 No. 158М, issued by Rosprirodnadzor.

     During repair dredging, industrial environmental control is constantly carried out. Based on the results of observations, as well as chemical analysis of water and soil samples, no excess of maximum permissible concentrations of pollutants in the dredging area was detected in 2020.

     Damage compensation measures for carrying out repair dredging in the seaport of Eysk from 2018 to 2020 are supposed to be implemented in 2023. In particular, it is planned to provide financing for the breeding and release of more than 6.7 thousand pieces of juvenile Russian sturgeon for the dredging work carried out in 2019. Compensation measures for carrying out repair dredging in the seaport of Eysk in 2018 and 2020 are planned to be implemented after adjusting calculations have been carried out and approval has been received from the Federal Fisheries Agency.

 

     Seaport of Novorossiysk

 

     As required by the environmental legislation, the Azovo-Chernomorsky Basin Branch has developed the design documentation “Project for repair dredging in ​​the port of Novorossiysk for 2017-2027”, approved by order of the Chernomoro-Azovsky Marine Department of the Federal Service for Supervision of Natural Resources (Rosprirodnadzor) of 19.06.2018 No. 88-O.

     As part of this project, the Azovo-Chernomorsky Basin Branch annually carries out repair dredging in the water area of ​​the seaport of Novorossiysk.

     In 2020, the total volume of dredging work in the seaport of Novorossiysk amounted to 3.3 thousand cubic meters of extracted bottom soil.

     In 2021, the branch plans to carry out repair dredging in the water area of the berths in the seaport of Novorossiysk with a total volume of up to 7.8 thousand cubic meters.

     The soil, extracted during repair dredging within the “Project for repair dredging in ​​the port of Novorossiysk for 2017-2027”, is being disposed of in an underwater sea dump located in the Black Sea, within the territorial sea of the Russian Federation, on the basis of permit of 07.09.2018 No. 150М, issued by Rosprirodnadzor.

     During repair dredging, industrial environmental control is constantly carried out. Based on the results of observations, as well as chemical analysis of water and soil samples, no excess of maximum permissible concentrations of pollutants in the dredging area was detected last year.

     In order to compensate for damage to aquatic biological resources during repair dredging carried out by the Azovo-Chernomorsky Basin Branch in the seaport of Novorossiysk, work on breeding and release of almost 91.2 thousand pieces of juvenile Russian sturgeon at the amount of more than 3,5 million rubles was financed in 2019. These compensation measures cover all damage from repair dredging for the period from 2017 to 2027. There are no plans for additional releases of juveniles during the implementation of the repair dredging project.

 

     Seaport of Kavkaz

 

     As required by the environmental legislation, the Azovo-Chernomorsky Basin Branch has developed the design documentation “Project for repair dredging in ​​the seaport of Kavkaz for 2017-2027”. The design documentation has been duly agreed with the relevant government authorities and has a positive conclusion from the state environmental expertise, approved by order of the Chernomoro-Azovsky Marine Department of the Federal Service for Supervision of Natural Resources (Rosprirodnadzor) of 12.02.2018 No. 17-O.

     As part of this project, the Azovo-Chernomorsky Basin Branch annually carries out repair dredging in the water area of ​​the seaport of Kavkaz.

     In 2020, the total volume of dredging work in the seaport of Kavkaz amounted to 114.6 thousand cubic meters of extracted bottom soil.

     In 2021, the branch plans to carry out repair dredging on the approach canal and in the water area of the seaport with a total volume of 170 thousand cubic meters of soil.

     The soil, extracted during repair dredging, is being disposed of in the underwater sea dump 7-A, located in the Sea of Azov, on the basis of permit of 11.07.2018 No. 143M, issued by Rosprirodnadzor.

     During repair dredging, industrial environmental control is constantly carried out. Based on the results of observations, as well as chemical analysis of water and soil samples, no excess of maximum permissible concentrations of pollutants in the dredging area was detected in 2020.

     Damage compensation measures for carrying out repair dredging in the seaport of Kavkaz in 2018 are supposed to be implemented in 2021. The Azovo-Chernomorsky Basin Branch plans to provide financing for the breeding and release of more than 91.2 thousand pieces of juvenile Russian sturgeon in 2021. Compensation measures for repair dredging from 2019 to 2020 are planned to be implemented after adjusting calculations have been carried out and approval has been received from the Federal Fisheries Agency.

 

     Seaport of Taman

 

     As required by the environmental legislation, the Azovo-Chernomorsky Basin Branch has developed the design documentation “Project for repair dredging in ​​the seaport of Taman for 2017-2027”. The design documentation has been duly agreed with the relevant government authorities and has a positive conclusion from the state environmental expertise, approved by order of the Chernomoro-Azovsky Marine Department of the Federal Service for Supervision of Natural Resources (Rosprirodnadzor) of 12.02.2018 No. 18-0.

     As part of this project, the Azovo-Chernomorsky Basin Branch carries out repair dredging in the water area of ​​the seaport of Taman.

     In 2020, the total volume of dredging work in the seaport of Taman amounted to 17.4 thousand cubic meters of extracted bottom soil.

     In 2021, the branch plans to carry out repair dredging in the water area of LHCG base berths in the seaport of Taman with a total volume of 32.2 thousand cubic meters.

     The soil, extracted during repair dredging, is being disposed of in the underwater sea dump 5-Ch, located in the Black Sea south of Taman Peninsula in the Anapa Bank area, on the basis of permit of 27.04.2018 No. 136M, issued by Rosprirodnadzor.

     During repair dredging, industrial environmental control is constantly carried out. Based on the results of observations, as well as chemical analysis of water and soil samples, no excess of maximum permissible concentrations of pollutants in the dredging area was detected in 2020.

     Damage compensation measures for carrying out repair dredging in the seaport of Taman in 2018 are supposed to be implemented in 2021. The Azovo-Chernomorsky Basin Branch plans to provide financing for the breeding and release of almost 2.3 thousand pieces of juvenile Russian sturgeon in 2021. Compensation measures for repair dredging in 2020 are planned to be implemented after adjusting calculations have been carried out and approval has been received from the Federal Fisheries Agency.

 

     Seaport of Temryuk

 

     As required by the environmental legislation, the Azovo-Chernomorsky Basin Branch has developed the design documentation “Project for repair dredging in ​​the seaport of Temryuk for 2017-2027”. The design documentation has been duly agreed with the relevant government authorities and has a positive conclusion from the state environmental expertise, approved by order of the Chernomoro-Azovsky Marine Department of the Federal Service for Supervision of Natural Resources (Rosprirodnadzor) of 16.03.2018 No. 33-О.

     As part of this project, the Azovo-Chernomorsky Basin Branch annually carries out repair dredging in the water area of ​​the seaport of Temryuk.

     In 2020, the total volume of dredging work in the seaport of Temryuk amounted to 133.1 thousand cubic meters of extracted bottom soil.

     In 2021, the branch plans to carry out repair dredging on the approach canal and in the water area of the seaport of Temryuk with a total volume of up to 162.9 thousand cubic meters.

     The soil, extracted during repair dredging, is being disposed of in the underwater sea dump 6-A, located in the Sea of Azov, on the basis of permit of 25.05.2018 No. 137М, issued by Rosprirodnadzor.

     During repair dredging, industrial environmental control is constantly carried out. Based on the results of observations, as well as chemical analysis of water and soil samples, no excess of maximum permissible concentrations of pollutants in the dredging area was detected in 2020.

     Damage compensation measures for carrying out repair dredging in the seaport of Temryuk are supposed to be implemented in 2021 after carrying out adjusting calculations of the damage to aquatic biological resources as a result of the dredging in 2018-2020 and receiving an approval from the Federal Fisheries Agency.

 

     Seaport of Tuapse

 

     As required by the environmental legislation, the Azovo-Chernomorsky Basin Branch has developed the design documentation “Repair dredging in ​​the water area of the seaport of Tuapse for 2021-2030” that received a positive conclusion from the state environmental expertise, approved by order of the Chernomoro-Azovsky Marine Department of the Federal Service for Supervision of Natural Resources (Rosprirodnadzor) of 29.06.2020 No. 757.

     In 2020, the total volume of dredging work in the seaport of Tuapse amounted to 12.6 thousand cubic meters of extracted bottom soil.

     In 2021, the branch plans to carry out repair dredging in the water area of the seaport of Tuapse with a total volume of 107.2 thousand cubic meters.

     The soil, extracted during repair dredging, is being disposed of in the underwater sea dump No. 927, located in the water area of the Black Sea south of the seaport at a distance of 12 kilometers at a depth of 548 meters, on the basis of permit of 16.11.2015 No. 59М, issued by Rosprirodnadzor.

     During repair dredging, industrial environmental control is constantly carried out. Based on the results of observations, as well as chemical analysis of water and soil samples, no excess of maximum permissible concentrations of pollutants in the dredging area was detected in 2020.

     While implementing compensation measures related to the damage to aquatic biological resources during repair dredging in the seaport of Tuapse, the Azovo-Chernomorsky Basin Branch provided financing for the work on breeding and releasing of 38 thousand pieces of juvenile beluga, carp and silver carp at the amount of 590 thousand rubles in the period from 2014 to 2020. In 2021, compensation measures during repair dredging in the water area of the deep water berth 1A in the seaport of Tuapse suppose financing of breeding and releasing of more than 535 thousand pieces of silver carp at the amount of almost 1.9 million rubles.


     III. Ecological Activities while Construction/Reconstruction of Port Infrastructure Facilities

 

     One of the main activities of the Azovo-Chernomorsky Basin Branch is the implementation of federal investment programs, as well as capital investment programs of FSUE “Rosmorport” aimed at the development of federal port infrastructure facilities and fleet in the seaports of Anapa, Gelendzhik, Eysk, Kavkaz, Novorossiysk, Sochi, Taman, Temryuk and Tuapse.

     In this field, the Azovo-Chernomorsky Basin Branch, acting as a customer-developer, has implemented dozens of investment projects. For all facilities, design documentation was developed in strict accordance with the norms and requirements of the legislation of the Russian Federation in the field of environmental protection. As required, public hearings were held and positive conclusions of state environmental expertise and state expertise were received.

     Currently, the Azovo-Chernomorsky Basin Branch is implementing several investment projects aimed at developing port infrastructure facilities:

     - project to build a maritime and coastal infrastructure complex in the seaport of Gelendzhik in order to increase the tourist attractiveness of the resort city of Gelendzhik and the development of maritime transport routes of the coastal region in accordance with the state program “Development of the transport system”;

     - project for reconstruction of the Eastern Pier with the creation of an artificial territory in the seaport of Eysk;

     - project for reconstruction of a grain terminal in the seaport of Novorossiysk.

 

     During implementation of the projects, environmental protection measures are carried out by contractors in the following fields:

 

     - air protection:
     a) all construction equipment is used only if it is tested for toxicity of exhaust gases and adjusted to the minimum permissible emissions;

     b) in severe weather conditions cars and constructing equipment are used one-at-a-time;
     c) burning of waste is prohibited;

     d) temporary warehouses for fuel and lubricants and refueling of construction equipment in the work area is prohibited;

     e) cars and equipment are located at the facility only during the period of work;

     f) equipment that is not used during construction is not left with the engine running;

     g) all powder-like and toxic substances are kept in a separate container;

 

     - water resources protection:

     a) household wastewater and bilge water from the technical fleet, used during construction and installation work, is collected using a removing vessel with its subsequent delivery to treatment facilities;

     b) constant monitoring of pollutants in the sea water and suspended matter has been organized as part of environmental monitoring of the marine environment in order to detect possible seepage of pollutants from vessels and technical equipment used during construction;

     c) control of pollutants flowing into the sea with sewage and storm drains from construction work sites is carried out by preventing seepage of oil products from technical and transport vehicles involved in construction;

 

     - protection against littering:

     a) special areas are equipped for storage and technical maintenance of construction machines, mechanisms and vehicles with tanks for collecting waste oil and other consumables; and they work under strict control to prevent spills of oil and oil products;

     b) containers are equipped for separate storage of cleaning material and sand contaminated with oil products;

     c) there are pallets under the equipment to prevent oil and oil products spills;

     d) a special site is arranged to accumulate construction debris and waste, their timely removal from the construction site is organized.

 

     In the nearest and mid-term future the Azovo-Chernomorsky Basin Branch will continue implementation of other projects of capital investment, dedicated to port infrastructure development:

     - project for reconstruction of the pier for an automobile and passenger ferry crossing and its root part in the seaport of Kavkaz in order to increase the bearing capacity of the pier and expand the technical capabilities for handling automobile and passenger ferries of greater capacity on it;

     - project for reconstruction of the Western Pier in the seaport of Novorossiysk;

     - project for construction of berths for the service and auxiliary fleet in the water area of the seaport of Novorossiysk along the Western Pier;

     - project for reconstruction of berths No. 11, No. 12 and section No. 2 of shore protection with a length of 81.74 m in the seaport of Sochi.

 
     IV. Azovo-Chernomorsky Basin Branch Expenses for Ecological Activities
 
     Total expenses of the Azovo-Chernomorsky Basin Branch on implementation of all environmental protection activities in 2020, including payments for impact on environment, amounted to 26.5 million rubles.

     V. Prospects of Environmental Protection

 

     The main goals of the Azovo-Chernomorsky Basin Branch in the field of environmental protection for the next few years shall be:

     • implementation of planned measures for reducing of negative impact on the environment, caused by the branch activities, by decreasing quantity of pollutants emission into atmosphere, including by using ecologically friendly fuels of Evro-4 and Evro-5 standard, decreasing negative impact on water bodies by collecting storm water from the berths and then discharging it into centralized storm sewer networks;

     • restricting of ecological monitoring in the branch’s areas of activity;

     • improvement of the ecological management systems of the branch;

     • implementation of up-to-date energy- and resource-saving technologies, including those aimed at preventing environmental pollution, in particular, on replacing fluorescent (mercury-containing) lamps with LED ones;

     • expansion of the branch’s activities in providing ecological services on collection of ship waste and treatment of hazardous waste for vessels in the seaports of the Krasnodar Region.
