Indexation of the rates of dues collected in the seaports of the Russian Federation for 2021-2022 approved

The indexation of the rates of dues collected in the seaports of the Russian Federation for the period through the end of 2021 and from January 1, 2022 has been approved. The corresponding order of the Federal Antimonopoly Service No. 1411/21 of 20.10.2021 was registered in the Ministry of Justice and posted on the official web portal of legal information.

Till the end of the year, the indexation of the rates of regulated port dues collected by FSUE "Rosmorport" for foreign shipping vessels will average 3.1 % of the 2016 level. From January 1, 2022, the indexation of all rates (for foreign shipping vessels and for coastal shipping) of regulated port dues in 53 seaports of Russia is provided at a level not exceeding inflation of 3.4 % of the 2021 rates.

FSUE "Rosmorport" notes that the rates of port dues regulated by the FAS of Russia have not been indexed since 2016, the rates for coastal shipping have not been indexed since 2014. At the same time, consumer prices and prices of manufacturers of industrial goods increased over the past period by 2.1 and 2.4 times, respectively.

With the absence of indexation for a long period, as well as a decrease in volume indicators of vessels for 11 months of the current year by 10 %, the FSUE “Rosmorport” income from regulated port dues in 2021 decreased by 7 %.

In general, port dues make up less than 10 % of the total cost of servicing a vessel in the port, while more than 90 % accrue to unregulated services, which, unlike port dues, are annually indexed or linked to the exchange rate.
