Notification of public discussions on the object of state environmental expertise of federal importance
On the basis of the order of the Ministry of Natural Resources of the Russian Federation No. 999 as of 01.12.2020 "On approval of requirements for environmental impact assessment materials" (hereinafter - Requirements) and Article 9 of the Federal Law No. 174-FZ as of 23.11.1995 "On environmental expertise", Petropavlovsk Branch of FSUE "Rosmorport" and the Administration of the Yelizovsky Municipal District of the Kamchatka Territory notify on the start of public discussions on the object of state environmental expertise of federal importance: a project documentation "Marine transshipment complex of liquefied natural gas in the Kamchatka Territory", including environmental impact assessment materials (hereinafter - EIA).

Subject of public discussions: project documentation "Marine transshipment complex of liquefied natural gas in the Kamchatka Territory", including environmental impact assessment materials.
The objectives of the proposed activity: construction of a complex designed to receive liquefied natural gas (LNG) from ice class gas carriers (from northern fields) to floating gas storages (FGS), LNG short-term storage and shipment of LNG to gas carriers without ice reinforcement for further transportation to the consumer.
Location of the site: Russian Federation, Kamchatka Territory, Yelizovsky District, southeast coast of the Kamchatka Peninsula, Bechevinskaya Bay, including adjacent land plots.
Planned environmental impact assessment period: III-IV quarters of 2021.
Place and terms of accessibility of the public discussion object: information note on the project documentation, including preliminary EIA materials, as well as questionnaires for remarks, comments and proposals are available on the customer's website (www.rosmorport.ru), and also at the following address: 40 Ryabikova St., Yelizovo, Kamchatka Territory, in the catalog hall of the Municipal Budgetary Institution of Culture "Inter-Settlement Centralized Library System" of the Yelizovsky Municipal District.
The proposed form and duration of public discussions: in agreement with the Administration of the Yelizovsky Municipal District, a decision was made to hold repeated public discussions in 2021 in the form of a survey (Clause 7.9.3, Sub-Clause B of the Requirements); informing the public with the location of the information note, as well as questionnaires for remarks, comments and proposals on the customer's website (www.rosmorport.ru), and also at the following address: 40 Ryabikova St., Yelizovo, Kamchatka Territory, in the catalog hall of the Municipal Budgetary Institution of Culture "Inter-Settlement Centralized Library System" of the Yelizovsky Municipal District.
Interested citizens and public organizations are given the opportunity to get acquainted with the information on the design documentation and preliminary EIA materials and express their opinion in writing by completing the questionnaires from September 15 to October 15, 2021, at the following addresses: 40 Ryabikova St., Yelizovo, Kamchatka Territory, in the catalog hall of the Municipal Budgetary Institution of Culture "Inter-Settlement Centralized Library System" of the Yelizovsky Municipal District, or send completed questionnaires to the customer at the following e-mail: mail@ptk.rosmorport.ru
After conducting the survey on the object of state environmental expertise (30 calendar days from September 15 to October 15, 2021), within no more than 5 working days after the end of the survey (until October 22, 2021), the final protocol of public discussions will be prepared, which will be sent for approval to the local government body, the Administration of the Yelizovsky Municipal District of the Kamchatka Territory.
